2905 Benjamin Holt <br /> Page 2 <br /> Regulations and that vertical definition of the petroleum hydrocarbon contamination was <br /> required. <br /> On January 24, 1997, PHS/EHD received Chevron correspondence dated January 15, 1997 in <br /> response to PHS/EHD's correspondence dated December 5, 1996 addressing the newly <br /> discovered soil contamination associated with product piping which was removed and <br /> upgraded. Chevron requested that the vertical definition of contamination which PHS/EHD had <br /> requested be reconsidered. Chevron stated that the tentative system start-up date was <br /> February 14, 1997 and that only City of Stockton well #10 would be sampled quarterly. Chevron <br /> also stated that the results of the municipal well sampling would be included in with the regular <br /> quarterly reports. <br /> Summary <br /> During the installation of the vapor extraction wells, PHS/EHD requested the analysis of soil <br /> samples which were collected below first water,"':and significant soil contamination was detected <br /> in the deepest sample that was collected at 25 feet below grade. Based on the evidenced soil <br /> contamination below the current groundwater table, the full vertical extent of contamination will <br /> be required and the results of the additional vertical investigation must be included. in the CAP. <br /> To date, the vapor extraction system and air sparging system have not been started, although <br /> the permitting inspections by the San Joaquin Valley Unified Air Pollution Control Board have <br /> been completed. By April 4, 1997, remedial efforts must be initiated in order to retain <br /> conditional compliance and by May 30, 1997, the CAP must be submitted. <br /> Please note that in the future, correspondence for PHS/EHD should be directed to 304 East <br /> Weber, Third Floor, Stockton CA 95204. Quarterly reports are to be submitted on a quarterly <br /> basis rather than semi-anually as was recently done.
