The August <br /> 30 letter requests an addendum to the Draft Final Remediation Plan for ARCO Products <br /> Company (ARCO) Station 2133 located at 2908 Benjamin :Holt Drive, Stockton. The <br /> October 17 letter addresses several concerns including purged groundwater disposal, and <br /> observed hydrocarbon affected soil associated with the extraction system holding tank <br /> (reclamation tank). <br /> The requested addendum(August 30,letter)will address the hydrocarbon-affected soil beneath <br /> this site. The proposed deadline for the addendum is December 2, 1991 (90 days from the <br /> August 30, 1991 letter). The scope of work.for obtaining the data required to develop an <br /> effective soil remediation plan is too extensive to meet the December 2 deadline for this <br /> document. First, ARCO must completely characterize the extent of the hydrocarbon-affected <br /> soil, then assess the most effective remedial alternative based on several factors, including <br /> geological constraints, and extent characterization, and concentrations of hydrocarbons in the <br /> soil.
