Ms. Laurie Cotulla <br /> December 2, 1991 <br /> Page 2 <br /> ARCO is requesting an extension past the December 2, 1991, deadline to allow an adequate <br /> time period in which to completely and accurately prepare the soil remediation plan. A <br /> reasonable extension would be approximately 6 months, or June 1992. <br /> The October 17 letter requests that several items be addressed within the next Quarterly.report <br /> (fourth quarter 1991). The first item is a request for past documentation of disposal of purged <br /> groundwater. Presently, Brown and Caldwell Consultants (BCC) is obtaining this <br /> documentation for submittal to the County. Documentation for disposal has been provided <br /> in the third quarterly report for 1991. <br /> The second item in the October 17 letter concerns the removal of the reclamation tank and <br /> the installation of the new waste oil tank. The tank removal occurred on September 23, 1991. <br /> According to the letter, County personnel observed hydrocarbon-affected soil in the area <br /> where the reclamation tank was removed and also where the new waste oil tank was installed. <br /> In addition, pea gravel that was removed during the reclamation tank excavation was placed <br /> back into the excavation. The soil removal for the installation of the new waste oil tank was <br /> stockpiled on site and sampled. The stockpiled soil was removed from the site on October <br /> 25, 1991, by Dillard Trucking Company. The available documentation for this removal is <br /> provided as Exhibit A. ARCO will be submitting a report on the tank removal and <br /> installation in the near future. This report will include sample results from soil samples <br /> collected from the bottom of the tank excavations as well as results from the soil samples <br /> collected from the soil stockpile. As part of the soil remediation plan, the pea gravel that was <br /> placed in the reclamation tank area will be remediated in place along with the hydrocarbon- <br /> affected soil in other portions of the site. <br /> Finally,BCC will ensure that the County will be noted of any future sampling events at this <br /> site. On July 30, 1991, BCC submitted to the County a written schedule (see Exhibit;B) of <br /> sampling dates and an approximate time of day for each sampling event for the groundwater <br /> 569000RRESPq.5690-4.1 <br />
