Benjamin Holt Drive <br /> Stockton, CA 95207 <br /> San Joaquin County, Public Health Services, Environmental Health <br /> Division (PHS/EHD) has completed review of the report entitled <br /> "Draft Final Remediation Plan" prepared by Brown and Caldwell <br /> Consultants. The following comments are to be addressed in an/ <br /> addendum to the "Draft Final Remediation Plan. " <br /> Groundwater remediation was only considered within the plan. There <br /> was no mention of remediation of the soil contamination associated <br /> with the site. Soil remediation must be included in the Final <br /> Remediation Plan. <br /> Soil contamination throughout the site was detected by Western <br /> GeoEngineers and reported in the April, 1987 report entitled <br /> "Gasoline/Soil Vapor Concentrations. " According to registered <br /> geologists with Western GeoEngineers "Most of the product seems to <br /> have been forced out of the tank fill and into the sand below the <br /> clay (below the 8.5 foot level) . There are some areas where the <br /> product appears to have migrated along the top of the clay, at the <br /> 6 foot level. " <br /> In the October, 1987 report entitled "Soil Sampling Results" <br /> prepared by Brown and Caldwell, the soil contamination associated <br /> with the former leaking 550 gallon waste oil tank was recommended <br /> to "be treated as part of the entire hydrocarbon problem at the <br /> site. " However, this contamination has never been addressed. <br /> Soil remediation alternatives, in-situ aeration and soil venting, <br /> were presented in the June, 1987 "Problem Assessment Report" <br /> prepared by Brown and Caldwell, yet neither have been proposed in <br /> the "Draft Final Remediation Plan. " <br /> Within the "Problem Assessment Report" is found Figure 1-2 "Plot <br /> Plan and Underground Utility Locations. " This figure locates a <br /> septic tank line, a septic tank, and two eighty foot leach lines as <br /> well as a future sanitary sewer line.
