• y
Chuck Carmel
Page 2
which facilitate contamination migration. Such conduits must be
properly destroyed to prevent migration of contamination. Either
verify that the septic system has been destroyed or follow the
proper procedures for its destruction. Enclosed is the permit
application for the installation of the septic system. Due to the
location of the leach lines, soil borings off-site will be
necessary in order to investigate possible petroleum migration.
Furthermore, within the "Problem Assessment Report" it is noted
that through March 1987, a total of 19,842,800 gallons of
groundwater had been discharged to the storm drain. A subsequent
"Quarterly Report" dated July 1989, prepared by Brown and Caldwell
indicated that some time in April 1989, the recovery pump stopped.
The January 1990 "Quarterly Report" prepared by Brown and Caldwell
stated that the increase in benzene concentrations in some wells
"could be the result of solubilization of product from the soil".
Water levels had increased .3 feet between June 1989 and December
1989, during which time the recovery system pump was non-
operational. It is likely that until the soil contamination of the
site is addressed, the groundwater remediation system proposed and
in operation will simply mask the petroleum contamination of the
site. Please submit the Addendum to the "Draft Final Remediation
Plan" to PHS/EHD and Central Valley Regional Water Quality Control
Board (CVRWQCB) within 90 days from the date of this letter.
If you have any questions, contact Mary Meays, EHS, of my staff at
(209) 468-3441.
Jogi Khanna .D. , M.P.H.
Health O ce(r
aurz A.
