At
this pumping rate, the system will effectively capture the estimated extent of the hydrocarbon
plume. The extraction system will continue to operate until the regulatory agencies determine
that the hydrocarbon concentrations have been reduced sufficiently.
The system discharges directly to the sanitary sewer under a City of Stockton Wastewater
Discharge Permit. The effluent groundwater being discharged to the sewer is sampled every two
weeks to monitor the total petroleum hydrocarbon (TPH), benzene, ethylbenzene, toluene, and
xylenes (BETX), and the metals cadmium, chromium, copper, lead, nickel, and zinc. If the
concentrations of any of these constituents exceed the concentration designated in the discharge
permit, the system will be turned off and other treatment alternatives will be considered.
The groundwater monitoring wells at the site are sampled on a quarterly basis and analyzed for
TPH and BETX. The concentrations of the constituents are reported in the quarterly reports
which are submitted to the involved agencies. The true effectiveness of the groundwater
extraction system will be measured by the reduction in the constituents in the monitoring wells.
If you have any questions or comments regarding this report, please call me at (916) 444-0123.
Very truly yours,
BROW AND CALDWELL CONSULTANTS
47
Steve Misner
Project Manager
SDM:mkw
cc: Central Valley Regional Water Quality Control Board
Ms. Mary Meays, San Joaquin County
Mr. Frank Tucker, City of Stockton
Mr. Chris Winsor, ARCO Products Company
