HEALTH
PE.PI 11"I SERV1;E5
Ms. Mary Meays
San Joaquin County Public Health Services
Environmental Health Division
Post Office Box 2009
Stockton, California 95201 017-5690-3511
subject: ARCO Products~Company (ARCO) Station 2133,
2908 Benjamin Holt Drive, Stockton
Dear Ms. Meays:
The purpose of this letter is to respond to third quarter report comments from the San Joaquin
County Public Health Services, Environmental -Health Services (County) addressed in a letter.
postmarked April 17,4991 (date does not appear on comment letter) regarding ARCO Station
2133. The responses will follow in the same order as the corresponding items appear in the
County"letter.
The first item in the comment letter (letter) concerns the format of the water level information.
The County requests that the water level data be clarified so that the depth to groundwater from
the top of the casing in each well is reflected. In subsequent quarterly reports the groundwater
data will be presented in tabular form and will include the true groundwater elevation as well as
depth to groundwater in each well.
In the future, the quarterly reports will include a copy of the field notes as an appendix. This
portion of the reports will include field measurements of pH, electrical conductivity, and
temperature of purge water. In addition, -the County will be notified in advance of any
i
groundwater monitoring well sampling at this site.
I
Monitoring well E-3 was not sampled during the time frame stated in the letter because
prolonged drought conditions have caused the groundwater to fall below the effective use level
of this well. Polyvinyl chloride (PVC) is the standard material used by the industry for
groundwater monitoring well construction. At one time free product was observed in well E-3.
At this time, the integrity of the PVC casing in this well appears to be sound. If this well is
found to be defective because of past contact with free product, it will no longer be used for the
collection of groundwater quality samples.
Monitoring well E-6 is periodically dry during quarterly sampling events. .This and the fact that
this well is sampled only twice annually are the reasons that analysis of groundwater from this
well are not available for each quarterly sampling event. Although an increase in benzene,
