With respect to your request to receive the second quarterly <br /> monitoring report by August 13, 1990, ARCO has every desire to comply. The report currently <br /> i <br /> is in final review in our office and will be sent to Mr. Christie shortly for his review. However, <br /> Mr. Christie will be on vacation until August 16, 1990, and will not be able to review the report <br /> until after that date. We will send you the report immediately after his review. It is our policy <br /> to submit reports in a timely manner, and all subsequent quarterly monitoring reports will be <br /> submitted to you as soon as they are released. <br /> As requested, water-level measurements will be included in tabular form in the second and <br /> subsequent quarterly monitoring reports. Water-level measurements are currently collected on <br /> a biweekly basis. <br /> The second paragraph of your letter states that you are concerned with the reliability of the on- <br /> site vapor-extraction system. There is no vapor-extraction system operating at the site. The <br /> remediation system that exists at the site is a groundwater extraction system. The system has <br /> been rehabilitated to include safety measures required by the city of Stockton for discharge into <br /> their sanitary sewer. Part of these safety measures include a lower explosive limit (LEL) meter <br /> that discontinues system operation if the lower explosive limit exceeds 10 percent. Currently, <br /> the system is experiencing unexplained fluctuations in the LEL meter, sometimes in excess of <br /> 30 percent. Therefore, the system is automatically shut down every time the LEL exceeds 10 <br /> percent. We are trying to identify the reasons for the LEL fluctuations and fix the problem. The <br /> system will become operational as soon as this.problem has been solved. You will be notified <br /> as soon as the system becomes operational. <br />
