ARCO Meeting Minutes <br /> August 8, 1994 <br /> Page 5 <br /> ARCO stated that installation and operation of a vapor extraction system will begin once an <br /> abatement unit is available. ARCO said that they intend to utilize the next available unit for <br /> remediation of ARCO SS No. 760 which appears to have a higher degree of hydrocarbon impact. <br /> Mary disagreed and requested ARCO to evaluate the two sites by calculating a mass balance <br /> and make a determination based on the total amount of hydrocarbons in the soil. ARCO said <br /> they would provide this information of her in the near future. <br /> ARCO 2133, Stockton (Mary Meays) <br /> Mary indicat(Ahat installation of the soil remediation system has been delayed too long. She <br /> states that the extent of the groundwater and soil contamination to the south and west of the site <br /> has not been defined. She stated that her request for the remedial system was to be installed by <br /> July 20, 1994. Kyle explained that the owner of the site is a new franchisee and if ARCO <br /> environmental closed the station down for two weeks that would be required to install the system, 3 <br /> then this new owner would loose a significant portion of his annual revenue because this is his <br /> peak season for sales. Therefore,the system construction will commence the week after Labor <br /> Day. The County agreed with this. Chuck explained that all permits are in place and the contract <br /> for building the system has been awarded. <br /> ARCO would like to state that they have been very diligent with design and implementation of the <br /> vapor and sparge remedial system. There are many elements to securing information that <br /> ultimately have major influence and factors for this kind of remedial approach. We would tike to <br /> add that we are much further along then other responsible parties in the area. <br /> Mary says that ARCO has not been diligent as she would like in obtaining permission to drill in <br /> Cal-Trans right of way between the ARCO site and the 1-5 off ramp. Steve Misner explained that <br /> BC requested a letter of refusal on a number of times from Mr. Galliano of Cal-Trans but they <br /> have not submitted one. Mary says we should write at least one more letter to Cal-Trans t <br /> requesting permission. Chuck says a letter will be prepared. Diane Hinson states that it may be <br /> possible to drill a couple of hydropunch samples in this area, so that we will be out in the right of <br /> way one time. Diane will give Steve Misner the name of the contact she has at Cal-trans. <br /> Group discussed problems obtaining off site access to the condominiums to the south of the site. <br /> Misner states that BC has tried to reach the owner of the parking area with no success. Kyle i <br /> states that BC will write a letter to this person by the end of August. <br /> 9 <br /> Mary says she is going to require samples from below the groundwater table during the next <br /> phase of drilling. She says the data can be used to calculate the mass balance of hydrocarbons <br /> in the soil. There was discussion concerning the use of this data and whether or not this data ' <br /> would realty be accurate or even be detected. ARCO will agree to collect a few selected samples <br /> to show a good faith effort to further analyze whether or not this additional expense is <br /> appropriate. <br /> Mary stated that during the initial release at this site the hydrocarbon vapors blew the city street <br /> lights out. i <br /> ARCO 6080, Lathrop (Linda Turkatte) <br /> I <br /> Annual sampling should be conducted at this site.
