yam, ter' <br /> ARCO Meeting Minutes <br /> August 8, 1994 <br /> Page 6 <br /> Linda states that Cal-Trans has requested information on this site for street widening purposes. <br /> ARCO 760, Lodi (Linda Turkatte) <br /> Linda said that she received the first quarter status report which included the results of the <br /> additional assessment performed in January, 1994 that consisted of a groundwater investigation <br /> and further assessment of soil in the vicinity of the waste-oil tank. Linda stated that gasoline <br /> hydrocarbons were detected in the groundwater,though at low concentrations;groundwater flow <br /> direction was to south;characterization of soil north and west of the waist-oil tank had not <br /> conducted but was requested by PHS/EHD. EMCON stated that they had just received the <br /> results of the second quarter groundwater sampling event,which reports gasoline hydrocarbons <br /> again at very low concentrations(most compounds below MCLs);the flow direction had shifted to <br /> the east in the second quarter;off-site assessment of soil was originally planned, however <br /> access to adjacent properties had not been granted at the time field operation were scheduled to <br /> begin. ARCO told Linda that on two occasions in 1993, an access agreement was sent to the <br /> property owner north of the site but did not get a reply. EMCON told Linda that the City of Lodi, <br /> when contacted in the beginning of 1994, was in the process of selling the alley to adjacent <br /> property owners and therefore could not grant access to the alley way;access to the alley would <br /> have to be obtained in the future once a owner of the alley property had been established. Linda <br /> told ARCO and EMCON to resubmit another access agreement to the property owner north of <br /> the site and to contact the City of Lodi to find out the status of the alley property. She also would <br /> like a brief discussion in the quarterly status reports outlining activities performed in obtaining <br /> access to properties. <br /> Linda also had concerns regarding the groundwater sampling protocol of ARCO's groundwater <br /> sampling contractor. Linda said that she has not been able to observe their sampling procedures <br /> because they do not adhere to their set sampling schedule. <br /> ARCO 2093, Tracy(Harlin Knoll) <br /> Harlin says that when he went to the site to meet with BC technician to check the EZ-Skimmer <br /> that was placed in Well ATR-8,the skimmer had 8 inches of product in the well. This does not <br /> mean that there was 8 inches of product in the well. BC believes that the free product is much <br /> less bases on recovery rates and field observation by BC's technician. <br /> Chris Winsor says that ARCO should try to finger print the free product in the well to determine if <br /> it is even ARCO gas. <br /> e <br /> Harlin believes that the hydrocarbon plume is migrating off site based on the minor hit of xylenes , <br /> in well ATR-9 in the fourth quarter 1993. <br /> BC and ARCO should look into obtaining a NPDES permit for this site. the nearest storm drain is <br /> in Tracy boulevard north of the site. Contacts for NPDES permitting would be Beth Thayer or <br /> Wayne Pearson of the RWQCB. <br /> Kyle says to redevelop ATR-8. Kyle asked Harlin if ARCO can proceed with on site remediation <br /> with out first investigating off site free product to the north. Harlin says to go ahead.
