As you know we have been trying to get these wells destroyed for quite some time now. We <br /> got approval from the fund and the clients once again after we found out the city was requiring a much bigger and <br /> costlier scope of work including repaving, etc. Once we had our new budget approved we began working on <br /> encroachment permits from the City of Stockton and San Joaquin County. Due the location of the wells on <br /> Plymouth,we have to divert northbound traffic quite a ways to the next controlled intersection. Because of the large <br /> area of traffic control we entered the County right-of-way. <br /> I submitted the encroachment permit application to the City on October 8, 2009 which should have given them <br /> ample time to get the permit issued since the work is schedule for the week of November 9, 2009. 1 have been in <br /> contact with Reid Campbell several times since then to check on the progress of the permit. He finally informed me <br /> on Oct. 28 that the permit application had gotten misplaced because the traffic engineer for the city went on <br /> vacation. He was able to get me edits to our traffic control plan that same day. Stantec made the edits and re- <br /> submitted the permit on the same day. We are now in limbo waiting on the approved encroachment permit. <br /> In order to get a County encroachment permit approved I was told by Scott Cooper that I would need the approved <br /> City encroachment permit and that he would be able to turn the county permit around within a couple of hours. I've <br /> been in contact with him since I submitted the county permit application October 9, 2009. When I called the county <br /> public works office today I was informed that Scott is out with a sick child and that the other person handling permits <br /> would have to start from scratch. He basically could not tell me if I would be able to get a county permit approved <br /> this week or not. <br /> To make matters worse, the City is coming up on the holiday season in which they impose moratoriums on work in <br /> the city right-of-way. We have a very small window of opportunity to get this work done. If we can't do it in the next <br /> couple of weeks we are going to have to push it again which will take a lot of time and effort and money. If there's <br /> any way you can help us expedite the county permit it would be much appreciated. I will be coming to Stockton on <br /> Wednesday and hope to pick up the City encroachment permit and deliver it in person to the county. If Scott <br /> Cooper is in, I shouldn't have a problem. If he is not, I don't know that we'll be able to start work on the 9th as <br /> planned.
