�..� r, <br /> ARCO installed remediation piping underground during the tank <br /> replacement project late last year. Additionally, an air emission treatment unit <br /> has been delivered to the site to destroy hydrocarbon vapors captured during <br /> sparge/vapor extraction operation. All permits to construct have been obtained <br /> and the construction contract has been awarded. ARCO plans to install two <br /> additional vapor extraction wells, connect the wells to the remedial piping and <br /> construct the remedial system in the near future. <br /> Fac. #2168, 441 W. Charter Way, Stockton <br /> PHS/EHD requested offsite wells to be installed along Lincoln Street to <br /> define the extent of the upgradient groundwater contamination plume. ARCO <br /> was to sample groundwater wells for halogenated constituents using EPA <br /> method 601. <br /> ARCO has issued the following reports on this site since the March '93 <br /> meeting: a) quarterly status reports dated 9/14/93, 11/1/93, 2/15/94, and <br /> 6/9/94. <br /> b) Status Report, Environmental Investigation & Addendum to <br /> Work Plan dated 6/9/93 <br /> c) Problem Assessment Report dated 6/10/94 <br /> ARCO installed two upgradient wells along Lincoln Street in early October <br /> of 1993 after access agreements had been obtained from the City of Stockton. <br /> The groundwater wells were sampled for halogenated constituents in October of <br /> 1993 and the results were presented in the 2/15/94 status report. <br /> Based on analytical data obtained through the various drilling and <br /> sampling events at the ARCO facility, it is clear that a sizeable contaminated <br /> groundwater plume originating from the upgradient Texaco facility as well as <br /> possibly two other upgradient properties has migrated beneath the ARCO <br /> facility. The PHS/EHD indicated to ARCO during the 3/93 meeting that because <br /> the PHS/EHD did not have any records of releases at the upgradient Chevron <br /> facility, the PHS/EHD could not require Chevron to perform a site assessment <br /> and that ARCO would have to initially assess these upgradient areas to bring in <br /> other responsible parties. <br /> California Health & Safety Code sections 25289 and 25185.5 may give <br /> the PHS/EHD the authority to require that Chevron and the upgradient muffler <br /> shop perform site assessments. ARCO strongly urges the PHS/EHD to require <br /> the upgradient properties to perform site assessments. <br /> Fac. #6020, 1711 E. Yosemite Avenue, Manteca <br /> PHS/EHD had not received results of recent sampling event. Soil <br /> contamination had not been defined. PHS/EHD agreed that this site was a low <br /> priority site. <br /> ARCO has issued the following reports on this site since the March '93 <br /> meeting: a) quarterly status reports dated 6/9/93, 7/2/93, & 10/14/93, <br /> which document that all groundwater wells are nondetect. <br /> b) Preliminary Investigation & Evaluation report dated 4/15/93.
