The off-site investigation which had been approved and included the <br /> installation of a monitoring well to the west of the site and a soil boring to <br /> the south of the site,was to proceed once encroachment agreements had been <br /> obtained. <br /> PHS/EHD received correspondence, dated March 17, 1993 and prepared by <br /> BC, which requested the California Department of Transportation's <br /> (CalTrans) permission to drill a monitoring well on their property located to <br /> the west of the site. PHS/EHD discussed with CalTrans on May 5, 1993, the <br /> necessity of this well. PHS/EHD is unclear of the status of this request since <br /> PHSJEHD has not received copies of correspondence from CalTrans. <br /> PHS/EHD has not received copies of correspondence that would indicate <br /> negotiations have been initiated between ARCO and the property owner to <br /> the south of the site. <br /> However, PHS/EHD has received two permit applications and a $178 check <br /> for both the proposed off-site investigations. The check is being returned (BC <br /> enclosure) because the 90 day holding period has been exceeded. <br /> Please provide an update on the status of these projects and submit a check <br /> i <br /> for $178 once encroachments agreements have been obtained. <br /> 3. A work plan would be submitted by May 31, 1993,for the installation of a soil <br /> remediation system consisting of vapor extraction and air sparge wells and <br /> for the installation of an additional on-site monitoring well which was to be <br /> located in the north-west corner of the site. <br /> A work plan was submitted by May 31, 1993, although it was incomplete. The <br /> "Work Plan for Additional Installation of Soil Vapor Extraction, Air Sparge <br /> Wells and Monitoring Wells", dated May 14, 1993 and prepared by BC <br /> included information regarding the location of air sparge wells and the <br /> location and construction of vapor extraction wells. <br /> The work plan did not provide details of the construction of the air sparge <br /> wells nor did it locate the monitoring wells eluded to therein. The statement <br /> included in the work plan '"The final location and construction of these <br /> monitoring wells will be dependent on site access and will be determined at <br /> a later time" is unclear, when at the March 30, 1993 it was determined that a <br /> well would be located in the north-west corner of the site. <br />
