L..r ..d <br /> S E C 0 R - <br /> Work Plan for Well Abandonment <br /> ARCO Service Station No.2133 and Chevron Service Station No.9-4275 <br /> Stockton,California <br /> Page 2 <br /> specific Health and Safety Plan (HASP). At a minimum, the HASP will define the proposed <br /> subsurface investigation activities, describe physical and chemical hazards that may be <br /> associated with the work, provide a map to the nearest emergency medical facility, and include <br /> material safety data sheets (MSDS) for any hazardous chemicals that will be used or produced <br /> during the work. A copy of the HASP will be available onsite at all times during field work. The <br /> field staff and contractors performing field activities will review the HASP prior to beginning field <br /> operations, as described in this work plan, at the site. <br /> Permitting <br /> The required monitoring well abandonment permits and encroachment permits for working in <br /> the public right of way from City or County (as appropriate) will be obtained from San Joaquin <br /> County Environmental Health Department (SJCEHD) and San Joaquin County Department of <br /> Public Works (SJPW). <br /> Borehole Clearance Activities <br /> The required boring abandonment permits will be obtained from the SJCEHD and <br /> encroachment permits for working in the public right of way from City or County (as appropriate) <br /> of SJPW. All boring locations will be marked with white paint and Underground Service Alert <br /> (USA) will be notified at least 48 hours in advance of drilling, to allow the local underground <br /> utility companies to identify the location of any utility companies in the area. USA will be notified <br /> to identify any public utility alignments that may be in conflict with the wells. In conjunction with <br /> the USA, 811 will be notified at least 48 hours in advance of drilling, to allow the local <br /> underground utility companies to identify the location of any utilities in the area. 811 calls will be <br /> directed to the local One Call Center and the affected utilities, who will then mark underground <br /> lines. The new 811 number is a national "Call Before You Dig" phone number designated by <br /> the FCC to eliminate the confusion of multiple "Call Before You Dig" numbers and help save <br /> lives by minimizing damages to underground utilities. In conjunction with USA and 811, a <br /> private utility locating company will be utilized for clearing well locations for underground utilities. <br /> Well locations will be cleared by air-knife or hand augered to at least eight feet below ground <br /> surface before machine drilling is initiated. <br /> Task 2—Groundwater Monitoring Well Abandonment <br /> SECOR will supervise a California licensed drilling company to abandon BHD-1, E-7, and E-8, <br /> following the California Well Standards bulletin 74-90 Part III, Section 19 and 23 and San <br /> Joaquin County Well Standards Section 13.17. The drilling contractor will remove each traffic <br /> rated well box and air knife to five feet surrounding the casing. The well will be pressure <br /> grouted from total depth to ground surface using neat cement. After pressure grouting the well <br /> casing will be backfilled to 3 feet bgs with neat cement using a tremie pipe system forming a <br /> mushroom grout cap/surface seal. The former well will be capped with appropriate materials to <br /> match existing grade. The well box and casing will be contained and disposed of offsite. Well <br /> construction details are included as Table 1. <br /> Task 3—Waste Handling and Disposal <br /> All investigation derived waste (IDW), including soil cuttings from well abandonment, will be <br /> stored onsite in Department of Transportation-approved 55-gallon drums or roll-off bins pending <br /> the results of laboratory analyses. Analytical results will be used for waste profiling and <br /> disposal.
