The discharger shall insure that ali pretreatment <br /> facilities, including, but not limited to flow measuring <br /> and LEL monitors are maintained in proper working order at <br /> all times. All measuring devices are to be calibrated for <br /> t accuracy at a frequency as prescribed by the manufacturer <br /> of the monitoring device by an approved qualified <br /> 14 technician. <br /> B. In the event a required flow measuring device is found to <br /> a be inoperative or to provide unreliable information as <br /> is determined by the Director or his representative, maximum <br /> volumes will be used for billing purposes until such time <br /> as the equipmeat is restored to proper working order and <br /> F� approved by the Department of Municipal Utilities. <br /> t , <br /> 9. All costs incurred by the Municipal Utilities Department <br /> for administration and treatment of the discharge are to <br /> be paid for by the discharger according to the rates <br /> specified for the . commercial category in the currenti <br /> schedule of Wastewater Service Fees. <br /> 10. New connection fees will be assessed annually in <br /> accordanc3 with the current rate resolution of the <br /> Stockton City Council for the commercial user category, <br /> amortized over a 307year period. <br /> f .� 11. Any costs incurred by the Municipal Utilities Department <br /> for sampling and analysis of the discharge-An. accordance <br /> with the City's Pretreatment Prcgram will be paid by the <br /> discharger. <br /> I <br /> �r 12. Compliance with these rules will be demonstrated within 30 <br /> days of the first disctrarge for all permits issued after <br /> January 1, 1988. All either groundwater dischargers that <br /> had secured and continue Lo seek permits to discharge <br /> shall be in %ompliance','.with these rules no later than <br /> July 1, 1989. <br /> 13. Self-monitoring schedules will be specified by permit <br /> u: conditions and the frequency adjusted as per the volume, <br /> concentration and Characteristics of the discharge; <br /> but <br /> shall. not be less frequent then once per month for total <br /> petroleum hydrocarbons, BTX and volatile hydrocarbons as <br /> defined by these rules. <br /> " Total Toxic Organics will be determined by self-monitoring <br /> '-~ at the time of initial discharge and thereafter at the <br /> time of.'permit renewal. <br /> ... 14. All sampling procedures and handling must be approved by <br /> the City of Stockton and all analyses must be conducted by <br /> x laboratory certified by the California Department of <br /> Health Services for the sp-icific analysis conducted. <br /> -3- <br />
