Monthly reports covering a summary of the previous month's <br /> discharge flow are due by the 15th of each month. ' Quality <br /> determinations are due within 7 days of the receipt of an <br /> �. analytical report. <br /> r , <br /> 16. Any alarms produced by the LEL monitors are reportable <br /> �. immediately by telephone and must be followed by written <br /> confirmation. Such reports will include the severity of <br /> the excursion, date and length of time to clear the <br /> problems and if the system had to be shut down (i.e. 40% <br /> of LEL). Any indication of free prrduct is reportable <br /> " immediately after shut down procedures are undertaken. <br /> The permit will specify telephone numbers and names of <br /> personnel to be contacted. <br /> 17. If the groundwater treatment system is shut down for <br /> reasons other - than maintenance or inspection (i.e. , <br /> shutdown by automatic LEL monitor or due to free product <br /> discharge), it shall not be re-stared until an <br /> explanation of the problem, its resolution' and any <br /> corrective actions taken are given to the Director or his <br /> representative and such representative inspects and <br /> approves the re-start. <br /> 18. As will be specified in the permit conditions, cert7.in <br /> areas of the sanitary sewer collection system may be <br /> surcharged. Under normal conditions, .this may net be a <br /> problem, but under rainfall conditions, the system may not <br /> be able to accommodate the groundwater discharge. <br /> Therefore, each facility specifically designated by permit <br /> condition will install, Calibrate and maintain in good <br /> working order, a rainfall measuring device that will <br /> detect rainfall. Any rainfall event producing an <br /> accumulation exceeding 1/2 per hour will automatically <br /> shut down the system. Shutdowns due to rainfall events are <br /> reportable under section 17 above, but may be restarted <br /> with verbal approval of the Municipal Utilities <br /> Department. <br /> 19. Due to the potential for explosive or toxic concentrations <br /> being produced in the sanitary sewer, violations of these <br /> conditions and may be fined up to $6,000 per day maximum <br /> per violation. <br /> 20. Compliance with these rules in no way lessens or <br /> eliminates the obligation to comply with other provisions <br /> of the. City of Stockton Wastewater Discharges and <br /> Treatment Works Ordinance. If a conflict exists, the <br /> Director shall interpret and apply the most stringent <br /> rule. <br /> M The permitee must comply with appli•.able federal and state <br /> laws. <br /> -4- <br /> f <br />
