SANJ O A Q U I N Environmental Health Department <br /> I—OUNTY— <br /> Complaint Record Daily Time and Activity Summary from 5/24/2017 to <br /> 7/12/2017 for 000043527 located at <br /> 6649 EMBARCADERO DRIVE <br /> Activity Date Recorded by <br /> 05/24/2017 1 received a complaint from Tim Fontaine, Village West Marina Harbor Master, PE 2546 FLORIDO <br /> 120 min regarding a vessel leaking oil from its damaged propeller into the water. Fontaine SC 544 <br /> placed absorbent and boom in the water to absorb and contain the oil release. <br /> I called Tim Fontaine (209-951-1551)to obtain any other information. He said he <br /> had hung a bucket beneath the leak to catch any further leak, however the leak <br /> had stopped. He also stated Garret Backus was onsite when the incident <br /> occurred. During a later call, Tim confirmed he is willing to containerize and <br /> temporarily store the contaminated absorbent and boom for the owner. <br /> I called Garret Backus, who stated he would call me if he wanted me to go out to <br /> the site. I created a complaint number for the incident and filled out a short term <br /> complaint form. I also filled out the complaint information in Envision Connect <br /> Remote. <br /> Garrett called me back and asked me to go out to the site. I arrived at 2:07 PM <br /> and met with Garrett and Tim at the vessel's location. The vessel was no longer <br /> leaking oil and absorbent, boom, and the bucket had been placed to absorb and <br /> contain the leaked oil. I obtained the responsible party's contact information. Greg <br /> Ebenhacker is the vessel owner(209-969-7391; greghack@hotmail.com). <br /> I called Greg who stated he was having J & H Marin repair his boat. I notified him <br /> that I would be emailing him a Notice to Abate. During a later call, I told Greg that <br /> Tim would temporarily store the contaminated absorbent and boom until Greg <br /> disposes of it at the Household Hazardous Waste Facility. I notified him to submit <br /> a copy of the disposal records to the EHD within 30 days. <br /> I called Fred of J & H Marin (209-951-0283)who stated J & H would either be <br /> repairing the boat where it is docked or towing it to the launch ramp, taking it out of <br /> the water, and placing it on a trailer. I told him that J & H is not to take the used <br /> absorbent and booms to dispose of them. Fred confirmed that his crew would not <br /> take the contaminated material. <br /> I left the site at 2:53 PM. <br /> I wrote the Notice to Abate and emailed it to Greg, along with the address of the <br /> Household Hazardous Waste Facility. <br /> I created and printed the photo log. <br /> 05/25/2017 Spoke to Tim Fontaine, who verified J & H Marin had not repaired the vessel. Tim PE 2546 FLORIDO <br /> 12 min stated that he has left the absorbent, boom, and bucket in place to continue SC 544 <br /> containing any further oil release until the vessel is repaired. <br /> Spoke to Fred of J & H Marin who stated his crew had not yet gone to Village <br /> West Marina to repair the vessel. He stated the repair boat would likely not be <br /> available until next week, at which point J & H would repair the vessel's propeller, <br /> by towing it to the launch ramp and taking the vessel out of the water and placing <br /> the vessel on a trailer. <br /> I asked Fred to call me/ leave me a voice message to notify me when his crew will <br /> repair the boat. <br /> Page 1 of 3 <br />
