Mr David Kemena <br /> February 24, 1995 <br /> Page 2 <br /> Following discussion with Airex Corporation (Airex), the oxidizer manufacturer, the oxidizer <br /> inlet set point temperature was raised from 640 degrees Fahrenheit (F) to 675 degrees F to <br /> increase the DRE A second source test was performed at an oxidizer inlet temperature of <br /> 675 degrees F on December 5, 1994 The oxidizer was operated on for the duration of the <br /> source test and then turned off Mr. John Benedict of the SJVUAPCD was present during the <br /> December 5, 1994, sampling event However, dunng laboratory analysis, the effluent air baa <br /> sample burst and another set of samples had to be collected <br /> Therefore, a third source test was conducted on December 6, 1994 The oxidizer was operated <br /> for the duration of the test and then turned off Results from laboratory analysis of air bag <br /> samples collected on December 6, 1994, revealed a DRE of only 41 1 percent for TPH-G and <br /> 97 3 percent for benzene based on influent TPH-G and benzene concentrations of 95 ppmv <br /> and 4 4 ppmv, respectively <br /> The manufacturer was again consulted to determine why their oxidizer was not meeting <br /> guaranteed DREs Airex visited the site on December 30, 1994, and raised the oxidizer inlet <br /> set point temperature from 675 degrees F to 740 degrees F The manufacturer collected air <br /> bag samples during their December 30, 1994 site visit, which were analyzed for volatile non- <br /> methane hydrocarbons and total sulfur The results of the analyses showed a 98 8 percent <br /> DRE for volatile non-methane hydrocarbons, and a non-detectable concentration for total <br /> sulfur (<I ppmv H,S) in the effluent air sample Following the manufacturer's visit, the <br /> oxidizer was left off until the fourth source test <br /> The fourth source test was conducted on January 11, 1995 Based on verbal results from the <br /> December 30, 1994, sampling event and verbal authorization from you on January 5, 1995, <br /> the system was restarted on January 11, 1995, for continuous operation <br /> Test Results <br /> The results from monitoring parameters and laboratory analysis of air samples collected on <br /> January 11, 1995, is presented in Tables 1 and 2, respectively The laboratory report and <br /> chain-of-custody documentation is included in Appendix A Laboratory analysis for benzene, <br /> toluene, ethylbenzene, total xylenes (BTEX), and TPH-G were performed by Air Toxics Ltd , <br /> a California state-certified analytical laboratory <br /> o2l24,9SEUxri5SCORRESP�1895-01 L 2 <br /> Q'NS PS860 <br />
