San Joaquin County
cEnvironmental Health Department DIRECTOR
Donna Heran, REHS
600 East Main Street
a: PROGRAM COORDINATORS
U): : Stockton, California 95202-3029Robert McClellon, REHS
• Jeff Carruesco, REHS, RDI
Kasey
Website: www.sjgov.org/ehd Linda Foley, RENS
Linda Turkatte, REHS
Phone: (209) 468-3420
Fax: (209) 464-0138
January 14, 2011
Mr. Weldon Church
1958 Yosemite Road
Berkeley, California 94707
Subject: Weldon Church Property
104 West Beverly Place
Tracy, California 95376
Dear Mr. Church:
The San Joaquin County Environmental Health Department (EHD) has reviewed Soil Vapor
Investigation Report, dated 02 November 2010, and Monitoring Well Installation & Aquifer
Volume Test Report, dated 08 December 2010, both submitted by your consulting firm,
Advanced GeoEnvironmental, Inc. (AGE) on your behalf for the above-referenced site. By
letters dated 23 December 2008, and 11 May 2010, the EHD had conditionally approved
Soil Vapor Survey Work Plan Addendum — October 2008, dated 24 October 2008, and In-
situ Chemical Oxidation Pilot Test Work Plan Addendum, dated 08 April 2010, respectively.
Results from the soil vapor investigation indicated high concentrations of total petroleum
hydrocarbons quantified as gasoline (TPH-g), benzene, and ethylbenzene were present in
the soil gas samples that exceeded the Environmental Screening Levels (ESLs) established
by the San Francisco Bay Regional Water Quality Control Board, and benzene
concentrations that exceeded the California Human Health Screening Levels (CHHSLs)
published by the Office of Environmental Health Hazard Assessment, California
Environmental Protection Agency. Based on these findings, the EHD directs that additional
soil gas samples be collected from the five temporary soil vapor sampling points (V-1
through V-5) located adjacent to the residential dwelling during the first quarters 2011; and a
work plan be submitted to the EHD by 28 February 2011 to collect air samples in the crawl
space beneath the residential dwelling at this site. The EHD also directs that a Human
Health Risk Assessment (HHRH) and a site conceptual model be submitted to this
department by 30 March 2011.
Results reported by AGE in Monitoring Well Installation & Aquifer Volume Test Report,
indicate that significant concentrations of TPH-g and benzene, toluene, ethylbenzene and
total xylenes (BTEX) were detected in soil samples collected from monitoring well MW-8 at 7
and 10 feet below surface grade (bsg) with lower concentrations 12, 16, and 22 feet bsg.
Also, results from the two aquifer volume tests indicate that injections into the fine-grain
lithology from approximately 5 to 12 feet bsg, and injections into the course-grained lithology
