s
; r$ Ms. Laurie Cotulla
i July 26, 1991
Page 3
• Quarterly report due July 28, 1991: As stated above, it is ARCO's contention that
quarterly reports are not required for this site since there is nothing"to "clean up" or
for that matter to investigate further. This letter serves as the requested "quarterly
report." Based on the data collected to date, further investigation, sampling and
reporting is not required or warranted.
In conclusion, ARCO and Brown and.Caldwell feel that further work at this site is not required
or warranted. Three rounds of groundwater sampling have revealed no detectible petroleum
hydrocarbons. Only two soil samples revealed any petroleum hydrocarbons and the levels were
``so low as to`be attributable to minor surface spills or to cross contamination. Quarterly reports
are not required since there is nothing to "cleanup" at the site. There is no "source of
contamination" at the site requiring that a monitoring well be located downgradient of such a
source. It is requested, based on the data collected to date, that this site be "closes" and removed
from San Joaquin County's list of environmentally impacted sites. The further expenditure of
time and money at this site is not warranted, either by ARCO or San Joaquin County.
if you have any questions, please contact me at (916) 444-0123.
Very tnily yours,
BROWN AND CALDWELL CONSULTANTS
hillips, R.G
Prod Manager
LEP:mkw
cc: Mr. Chuck Carmel, ARCO Products Company
Mr. Jim Maughan, California Regional Water Quality Control Board
Mr. Chris Winsor, ARCO Products Company
Brown and Caldwell
Consultants
