The lead agency for oversight of
investigation and remediation of contaminated underground storage tank sites in San Joaquin County is
PHS/EHD. PHS/EHD may certify soil cases without concurrence of CVRWQCB. Concurrence of
CVRWQCB is required prior to certification of groundwater cases. PHS/EHD uses the LUFT Manual,Tri-
Regional Board Staff Recommendations, and Appendix "A" as guidance documents when reviewing site
investigations and reports.
ARCO representatives explained they would like to prioritize remediaton activities at sites to better utilize
the remediation equipment. ARCO will continue to define the extent of contamination at those sites where
the extent of contamination has not been identified.
The use of risk assessments and fate transport models was also discussed. PHS/EHD will review and consider
any information submitted. However, all groundwater in San Joaquin County is considered to be of beneficial
use. Therefore, site certification is not based on health risks but on this actual or potential usage of the
groundwater. Both PHS/EHD and CVRWQCB continue to strive for restoration of soil and groundwater to
its condition before it was contaminated.
The content and revision of quarterly monitoring reports was discussed. PHS/EHD requested quarterly reports
be submitted to staff members prior to the next quarterly sampling event.
A Division of San Joaquin County Health Cie Services 10
