Louise Avenue <br /> Lathrop, CA <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) has reviewed the letter from Brown and Caldwell Consultants dated <br /> November 10, 1992 and the request for a meeting between Arco, Brown and <br /> Caldwell, the Central Valley Regional Water Quality Control Board (CVRWQCB) <br /> and PHS/EHD. <br /> This site and your latest request for a meeting was recently discussed with a <br /> representative of the CVRWQCB. Pursuant to that discussion, your request for <br /> a meeting at this time is denied as the data available for this site is <br /> inconclusive and does not warrant a change of site status. <br /> Groundwater sample results obtained from the "Hydropunch" method, or any other <br /> grab type sampling method, produce non-reproducible, non-verifiable results. <br /> As recommended in the Tri-Regional Guidelines, water sampling from properly <br /> constructed monitoring wells is the preferred method for gathering data at <br /> hydrocarbon impacted sites. Monitoring wells allow for reproducible data <br /> collection over time and, should any inconsistencies arise, the analysis <br /> results can be verified with subsequent sampling events. <br /> It is the responsibility of this agency to ensure compliance with the laws and <br /> regulations that govern the assessment and cleanup of sites impacted by <br /> releases from underground storage tanks. In addition to the protection of <br /> human health from these releases, PHS/EHD also has the responsibility to <br /> protect the waters of the State as a limited and precious resource, including <br /> groundwater. <br /> Closure certifications issued by this office and concurred through the CVRWQCB <br /> are based on reliable, repeatable and verifiable data.
