Louise Avenue, Lathrop, California <br /> (Site Code 1656) <br /> Dear Ms. Turkatte: <br /> Pursuant to our telephone conversation of October 8, 1992,this letter, written on behalf of <br /> ARCO Products Company, requests a meeting with you, your supervisor, and representatives <br /> of the Regional Water Quality Control Board. I had verbally requested a meeting with you <br /> regarding the subject site on October 7, 1992. You agreed and a meeting date was scheduled. <br /> You subsequently called me back to say that your supervisor said that a meeting was not <br /> warranted because it would not change the opinions expressed in your October 2, 1992, letter <br /> to ARCO Products Company on the subject site. <br /> This meeting is requested because ARCO Products Company and Brown and Caldwell <br /> Consultants do not feel further work is necessary at this site, contrary to the County's opinion. <br /> Periodic groundwater sampling and analysis has not shown groundwater beneath the site to <br /> be impacted by hydrocarbons. The latest round of investigation at the site did not identify any <br /> soil impacted by hydrocarbons nor any groundwater impacted by identifiable hydrocarbons. <br /> Unidentifiable hydrocarbons may exist in one groundwater sample; however, recent <br /> conversations with laboratory personnel indicate that these hydrocarbons are the result of <br /> cross-contamination or most likely, naturally occurring organic material, in the sample. The <br /> chromatograms from the latest analyses at the site are enclosed for your review. <br /> The data do not support further expenditure of money for continued investigation; rather, the <br /> data support a closure of this site. ARCO Products Company realizes that the County is <br /> tasked with protecting the environment; however, they also feel that the County must take an <br /> active lead in site closures, when conditions warrant, as they do in this case. If not, ARCO <br /> Products Company and others could be investigating minimally-impacted sites forever,thereby <br /> drawing resources away from sites with measurable environmental risk. <br /> 6%M0RRASP6661-04.1,3 <br />
