SANJ O A Q U I N -nvironmental Health Department <br /> COUNTY— <br /> Complaint Record Daily Time and Activity Summary from 7/31/2017 to <br /> 8/15/2017 for C00043917 located at <br /> 3028 NAVY DR <br /> Activity Date Recorded by <br /> 07/31/2017 Received a call from Desiree(EHD front counter) regarding an unknown amount of PE 2546 FLORIDO <br /> 120 min ethanol released from a ruptured hose on a rail car located at Pacific Ethanol SC 544 <br /> Stockton LLC 3028 Navy Dr. in Stockton. The hose ruptured due to Central <br /> California Traction Company rail cars that collided with rail cars that were already <br /> stationary on the rail way. <br /> I called Jordan Cain, the complainant and EH Manager from Pacific Ethanol. Jordan <br /> did not yet know how much ethanol was released. She indicated that the ruptured <br /> hose was removed from the rail car and that the valves on the rail car were closed, <br /> stopping any further release. She indicated that most of the ethanol had evaporated, <br /> except for a small puddle. I notified Jordan that I was on my way to the site and that <br /> she would need to get someone or a contractor to begin clean up of the spill. <br /> I arrived on site and observed yellow staining on the soil adjacent to rail car TCBX <br /> 193709. No standing ethanol liquid was observed. Pacific Ethanol personnel began <br /> excavation of the soil. Jordan did not yet know the amount of ethanol that was <br /> released. I asked Jordan to contact me before 4:30pm to notify me how far along <br /> they were with the clean up. I left the site at 3:30pm <br /> I received a call from Jordan, who notified me that the removal of a fence located <br /> near the spill is to be removed to allow for further excavation. Jordan estimated <br /> 2,000 gallons of ethanol was released. NRC will arrive tomorrow morning to <br /> complete the excavation and clean up. I indicated that our department's emergency <br /> response inspector for tomorrow would contact Jordan tomorrow morning to <br /> schedule a time to verify the clean up. Jordan provided me with the contact <br /> information for Central California Traction Company's Richard Grigsbay <br /> (209-466-6927; physical address: 22572 Port Road A, Stockton; mailing address: <br /> 2201 W. Washington St. Stockton). <br /> I completed the Notice to Abate and emailed the notice to Richard Grigsbay <br /> (rgrigsbay@cctrailroad.com) and CC'd Jordan Cain (jcain@pacificethanolcom). <br /> Page 1 of 6 <br />
