was coughing during the entire conversation. He stated that Bruce said it was okayed by the CIH <br /> to reoccupy the building, but did not have the carpets cleaned. The EHD letter was faxed to Bruce <br /> at noon on 02123107, and Stanley Steamer was scheduled to be on site at 3 PM. Roberto stated <br /> that Bruce called and cancelled the carpet cleaning service between 1-2 PM that day. <br /> 2127107 KLF <br /> Willy Ng received a phone call from an employee stating there are still odors and the carpet was <br /> never cleaned. Employee claimed that once Burke received the letter from EHD he cancelled the <br /> carpet cleaners. <br /> I phoned David Irey of the DA's Office to see if we had any authority over the reoccupation of the <br /> building without the carpet cleaning and Irey believed we did not because the Notice to Abate was <br /> complied with which stated only to hire a ClH and not reoccupy until the CIH provided a clean bill of <br /> health, which was done. <br /> Laurie Cotulla, Assistant Director, EHD, received call from the Stockton Record requesting <br /> information on the situation. Cotulla left a message with the reporter that we were involved in the <br /> investigation and that we had issued a reoccupation letter. <br /> 02/27/07 WN <br /> Received another call from Roberto,who called saying he still smells something. I told him that the <br /> Notice to Abate issued instructed the management to hire a CIH to clear the premises for <br /> reoccupancy, which was done. There is nothing more this office can require the management to <br /> do. He then proceeded to say the garbage has not been picked up and that the garbage chutes in <br /> the building are filled with garbage up to the third floor. 1 told him that is not our jurisdiction and <br /> that he may contact city Code Enforcement regarding the garbage issue. <br /> Received a State OES spill report for this facility stating that someone sprayed an unknown <br /> substance in the front lobby. Stockton Fire Department generated the spill report. Called Steven <br /> King with the fire department and left a message asking if this was a new complaint or a <br /> continuation of the earlier complaint and to call me back. <br /> 2128107 KLF <br /> Article in the newspaper stated an investigation by the COS Police Department is ongoing at this <br /> location as there may have been deliberate contamination by someone. <br /> 311107 KLF <br /> I phoned COSFD to find out if there was a new incident this week that we were not aware of. <br /> Spoke with Captain Rodriguez who stated the did respond earlier in the week to another call at that <br /> location but did not call us because they witnessed stains on the floor, a desk, a ceiling, and wall <br /> that indicated deliberate spraying of a material apparently from an aerosol can and believed it was <br /> a police matter. <br /> 3116107 KLF <br /> Provided a copy of the Emergency Response Inspection Report to Detective .Jim Knief, City of <br /> Stockton Police Department, pursuant to his request. <br /> 4 <br />
