ENTEK
CONSUL TING GROUP, INC,
4200 Rocklin Road,Suite 7 Rocklin,CA 95677 Telephone(916)632-6800 Fax(916)632-6812
March 30, 2007
Mr. Bruce Burke
Regional Manager
Retirement Housing Foundation
83 Scripps Drive, Suite 320
Sacramento, CA 95825
Re: Final Report of Investigation of March 30, 2007 for Odor/Irritant Inside of Plymouth Place
Lobby; Stockton, CA
Dear Mr, Burke:
This report presents results of the onsite investigation by Entek Consulting Group, Inc. (Entek) in the lobby
on the first floor of the Plymouth Place facility located at 1320 North Monroe Street in Stockton, CA. You
requested our assistance in the evaluation of the odor/irritant that has re-appeared inside of the lobby on the
south side of the first floor of the apartment building. ,apparently the odor/irritant appeared on March 28'h only
in the south section of the first floor in the main lobby area according to Ms. Paulette Rivera, Manager of the
apartment unit. Similar to past episodes of a similar odor/irritant inside of the lobby, it has generally been
isolated primarily in the lobbv area of the first floor.
The San Joaquin County Environmental Health Department and the Stockton Fire Department responded
to the complaints of the odor/irritant in the building, resulting in closing off the lobby area until evaluated for
toxic compounds.
On March 30, 2007, 1 visited the apartment building and met with Ms. Rivera inside of the lobby area, which
is currently closed to all residents and employees. I was present inside of the lobby area for approximately
30-40 minutes and reviewed the area and did not observe any suspect materials, compounds, or items that
would lead me to believe there was a toxic environment. During my site inspection inside of the first floor
lobby, Ms. Rivera and I did not detect any odors and we did not experience any irritant to our eyes, nose, or
throat. Similar to my previous site visits in February of 2007, 1 did not experience or detect any symptoms
inside of the lobby area and I could not find any suspect materials inside of the lobby area that would lead
me to believe there was an existing toxic atmosphere,
During this site visit, the heater unit servicing the west area of the first floor lobby was not operating and has
not been operational for the past three or more weeks according to Ms. Rivera due to a faulty thermostat.
The heater unit located at the east side of the first floor lobby has been operational and provides heat to the
rooms located east of the lobby. At the time of my visit, the outside air fan unit serving the south lobbies on
all floors of the building including the first floor lobby was turned off for some reason. Ms. Rivera turned on
this fan unit, which provides 100% outside air to the lobbies and should remain operational.
Conclusions and Recommendations
In conclusion,at the time of my visit today there was no toxic atmosphere inside of the lobby an the first floor
that should render it not acceptable for use by your employees or the residents. At this time I recommend
the lobby area be re-opened and used by your staff and residents, since I have not identified any existing
toxic atmosphere or agent that would appear to cause a toxic atmosphere in the future.
ASBESTOS LEAD MOLD INDooR AIR QUALITY NOISE MONITORING TRAINING HEALTH AND SAFETY AUDITS
