Environmental Health Department
SANJOAQUIN
—C0LJNTY
Complaint Record Daily Time and Activity Summary from 3/1/2015 to
6/21/2034 for 000045285 located at
3 S PACIFIC AVE
Activity Date
Recorded by
at 12:38 PM.
2:19 PM Arrived on site. Clean up of the fire debris solids is still in progress. The
field was locked up, so no sampling or marking of areas could be conducted. Joe
Ormonde anticipates they will not be ready to begin work on the storm drain for
some time still. Any chemicals or chemical containers found in the debris are
being separated for use in hazardous waste determinations and for managing of
possible incompatibles.
3:04 PM Thirty-four 55 gallon drums of solids have been accumulated so far.
Numerous small containers and jugs fulll of hazardous materials have been
removed form the storage container and separated for identification and
packaging. Removal of items in the container is still in progress. No samples or
storm drain cleaning has been started.
12/19/2017 Received email from Mitch Slater on 12-18-17 explaining the sampling done and PE 2546 BACKUS
30 min the analysis being done. Each sample will be analyzed for pH, BTEX, ammonia, SC 544
and chlorides. The impacted part of the soccer field is taped off to prevent student
access.
01/03/2018 1 reviewed the analytical data for samples 1-20 (18 and 19 are background PE 2546 BACKUS
60 min controls). These soil samples were analyzed for pH, chlorides, ammonia and SC 544
BTEX.
The SJCEHD also witnessed the cleanup work during the day and evening of
December 15, 2017.
1 emailed Mitch Slater that the EHD does not require any further action on this
cleanup based on the sample results, the janitorial chemicals spilled and the
cleanup work witnessed by Stacy Rivera and myself.
Sample 21 was apparently taken from a container of liquid waste. The ammonia
level found was 2.4 ppm and benzene found was 1 ppb. I asked Mitch by email to
find out if chlorides or pH were measured for this sample.
01/08/2018 Discussed the incident with Joe Ormonde of Ramos Env by phone. Joe said that PE 2546 BACKUS
18 min the vacuum truck liquid waste from the pavement rinse and the storm drain riser SC 544
clean out totaled six drums of liquid waste which is still on site. Sample 21 was a
composite of the six drums. Only BTEX and ammonia analysis was done on
these samples.
Joe said 69 drums were generated by this cleanup and the waste is still on site.
He'll provide the HW manifest. I told him to provide the hazardous waste
determination for any waste hauled away as non-hazardous waste.
03/05/2018 Emailed Mitch Slater to get the disposal manifests for the chemical fire waste. PE 2546 BACKUS
12 min SC 544
04/19/2018 Reviewed and filed HW and UW manifests received from Mitch Slater on March 8, PE 2546 BACKUS
12 min 2018. Abated complaint. TSDF signed manifests will be reviewed during the next SC 007
routine HW inspection at PR0513578.
