May 25, 2016 Called Dave Harder Shell. He said the pipeline had been repaired. He believes they started running <br /> the line again on the evening of May 22, 2016. He said they are running at a very slow arte with <br /> light crude to clear the line. If the heavy crude sat in the line it would solidify and block it. They <br /> will be working with the State fire Marshall while making repairs and doing testing. Dave gave me <br /> the number to Mark Oler, soil &groundwater manager(309) 579-3740. Called Mark to discuss the <br /> clean-up, repairs and abatement. Per Mark, Kristi from the regional board had been to the site <br /> yesterday. A representative from the State Fire Marshall has also been on site daily. He said they <br /> have excavated 200 18 yard 'bins so far. He believes they are about half way done with the removal <br /> of contaminated soil. They have 100 empty on site for use. They are chasing any and all visible <br /> traces of oil. They are planning on sampling the waste to test for the amount of hydrocarbons in <br /> the soil. Based on the analysis it should help them make a better determination of how much <br /> crude was actually released. I asked Mark if he knew of any Ag wells of drinking water wells on the <br /> property. He said he didn't think there were any. He believes the water table is at 250'. <br /> Told him thanks and I would be in contact. He said ok. Called Kristi, left a message for callback. <br /> Received message and email from Jennifer Kozak, DAI from Alameda county. Called her back and <br /> discussed events. <br /> May 26, 2016 Received message from Kristi, called her back, left message. <br /> May 31, 2016 Spoke with Kristi Shelton. She had responded to the site on both Tuesday and Thursday (May 24 <br /> and 26). As of Thursday Shell had excavated 345 18yrd bins of soil. The piping that had leaked had <br /> been replaced (an 80ft section). Shell will be hydrostatically testing the line this week so they will <br /> not be doing excavation at this time. Kristi is going to follow-up with Shell this week. During the <br /> course of excavation an old pipeline that runs parallel to the new (1989). piping was seen. Shell had <br /> proposed to leave the piping onsite but after visually chasing the contamination discovered it was <br /> not possible. A 90' section of old piping was removed. The area excavated is 12' below grade (7' <br /> under the piping). They are currently excavating 20' sections, until no visual contamination is seen. <br /> They are then sampling, and backfilling with dirt from the site. This release is approximately 1800' <br /> from the previous release in September 2015. Per Kristi,Alameda county has also formally <br /> referred the oversight the her.
