6:40am Arrived at Midway Road and Patterson Pass Road, called Dave. He said head N on Midway Road. <br /> On the right hand side I would see cones and a gate. He would have an employee meet me there <br /> and drive me out to the area of the release. I said ok. Meet Jeremy at gate. Signed in with Ponder <br /> Environmental. Jeremy had me follow him through the hilly terrain (not on a road,just a path that <br /> appeared to be worn down from the vehicles going to the site, very dry, grassy and uneven). We <br /> of to the site and could see the impacted area from a distance. I asked Jeremy the area covered. <br /> He said he thought it was about 250' by 40'. It was on a slight hill, looked like it had released from <br /> the top and run down the hill a bit. Jeremy said they would need to clear a road to get to this area <br /> for clean-up and repair because they were worried the grass might catch fire with hot heavy <br /> equipment driving over dry grass. We drove back through the hills and Jeremy had me follow him <br /> down to the office. Meet with Dave Harder, Shell, several Shell employees, Ponder Environmental <br /> and Patriot Environmental. Dave gave me coordinates of where the spill was N 37.72926, W - <br /> 121.55971. When I was up at the site I dropped a pin on the iPhone and the spill was located in SJC <br /> They were working on logistics to get to the area, repair, and clean. Dave did not think the <br /> abatement and repair/replacement of the piping would begin for a few hours. I said ok I would <br /> leave and follow-up. He said ok. Left the site at 8:10am. <br /> 9:30am Arrived back at the office, Brad Shelton from CVRWQCB had called regarding the spill. Kasey had <br /> spoken with him but he wanted to speak with me. <br /> 11:30am Called Brad back. Left him a voicemail message for a return call. Did some research on site <br /> location. When the coordinates are entered in Google earth it says the location is Alameda county. <br /> When I looked at the same location in Parcel viewer the location is listed as SJC. <br /> 1:30pm Received a phone call from Brad. Told him the status of things out at the site. I confirmed with <br /> Brad we would be referring to the CVRQWCB. He said ok. <br /> 2:50pm Received phone call from Lowell Allen, SJC OES. He had been receiving calls from Cal-OES about <br /> the spill. He asked me for an update, specific questions to respond to. He and I prepared a <br /> response. Lowell also forwarded to me an update from CA Department of Fish &Wildlife. <br /> "Responders from OSPR's Northern Field Response Team deployed to the incident location. It was <br /> determined that spill release did not present a threat to state waters and was isolated to the <br /> immediate site and its surrounding soil. OSPR was joined with US EPA. Cleaning and pipeline <br /> repair operations are currently underway. This will be the final notification on this incident unless <br /> the situation changes." Prepared Prop 65 <br /> 3:30pm Called F&W to find out who from US EPA had been on site. Warden Scott Murtha, (510)414-7229 <br /> did not know the names. Lt. Nichols called me and let me know US EPA was Harry Allen. I called <br /> and left him a message. <br /> May 21, 2016 Sent an email to Dr. Garza to inform of the release and our response. <br /> 10:00am Prepared referral to CVRWQCB. Emailed to Brad Shelton, Kristin Shelton, and Scott Meeks. Hard <br /> copy to follow. <br /> May 23, 2016 Received updated Cal-OES spill report with an update that this spill occurred in Alamadea county. I <br /> called Susan Hugo from Alameda county CUPA and provided her with the information I had and <br /> what I had done so far. She thanked me. Received email from Kristi Shelton, CVRWQCB requesting <br /> information about the release. Called her back and sent her what I had. Discussed the uncertainty <br /> of the spill location if within SJC or Alameda-conflicting information. Discussed Spill with PIO Lisa <br /> Medina regarding our joint information that from OLS and EHD. <br /> May 24, 2016 Discussed incident with GB, LM and LT <br />
