On <br /> 20 May 2016, Shell reported a release of unrefined crude oil from their 24-inch pipeline, which is <br /> buried six feet underground, to the California Office of Emergency Services. Shell stopped the <br /> release and has removed the pipeline from service. Shell has begun excavating the petroleum <br /> contaminated soil from the area so that the pipeline can return to service. Additional <br /> investigation will be required to assess the lateral and vertical extent of petroleum hydrocarbon <br /> contamination at the Site. ? <br /> California Water Code Section 13304 allows the Central Valley Water Board to recover <br /> reasonable expenses from responsible parties to oversee cleanup and abatement of discharges <br /> which have adversely affected or threaten to adversely affect waters of the state.
