Comments: On February 12, 2015 at 9:45 a.m., the CalRecycle and San Joaquin County inspection team arrived at Waste Recovery West to conduct a Routine Waste Tire Inspection. The inspection team included CalRecycle waste tire inspectors Mary LeClaire, Dustin Schiavo, and Kyle Emery. San Joaquin County's representatives for this inspection were Benjamin Escotto, Harprit Mattu, and Michael Kith. The inspection team was greeted by Richard Soto, General Manager of Waste Recovery West. Ms. LeClaire announced that the team was there to conduct a Routine Waste Tire Inspection that would also determine whether the renewal permit application would be accepted or rejected. Inspector LeClaire performed a random review of Waste Recovery West's manifests and found them to be in order. It was later discovered that when Waste Recovery West's registered hauler(TPID 1003974) transported shreds to the Forward Landfill in Manteca, a completed manifest was not being provided to the facility. The facility did not complete a CalRecycle 204 form within 48 hours of the tire removal and submit the CalRecycle 204 to CalRecycle within 90 days in violation of 14 CCR, Section 18462(c). Waste Tire Count The inspectors broke off into groups, dividing the facility into sections for the purposes of counting the piles with whole waste tires and altered waste tires. Inspectors Escotto, Mattu, and Kith counted laced and loose tires in eight 28 ft. trailers, two 45 ft. trailers, and one 48 ft. trailer totaling 9,575 waste tires. This count was performed volumetrically with a 20 percent deduction in order to provide a conservative estimate of the number of waste tires. Inspector Escotto counted 613 waste tires in the area designated for tire de-rimming. It should be noted that this is in a different location from what is shown on the current permit map. Inspectors LeClaire, Schiavo, and Emery counted 1,657 waste tires in the staging area located next to the manufacturing building. It should be noted that the staging area has been relocated to the south side of the manufacturing building which is different from what is shown on the current permit map. There were 504 waste tires stored inside the manufacturing building. In addition, there was an open trailer parked on the north side of the manufacturing building that was in the process of being filled with 2" shreds that contained approximately 1,000 PTEs. Inspectors Mattu and Kith counted 383 waste tires at the south end of Area A (on the current permit map). Inspectors Schiavo, Emery, and Escotto performed the inspection of the area designated as Area C (on the current permit map). The waste tire count for the single storage pile was 8,960 passenger tire equivalents (PTEs) which was comprised of 2" shreds. During the inspection, a trailer containing approximately 1,280 PTEs was relocated and parked next to the storage pile with the intention of offloading the 2" shreds onto the single pile. The tire count of 2"shreds included a 20 percent deduction from the actual number counted. In addition, there were 382 barrel stacked truck tires parked at the south end of Area C. The total waste tire count was 23,972 PTEs. All required records listed as permit conditions were checked. Certification of the facility's annual training with the French Camp-McKinley Fire District was not on file in violation of permit condition z. The operator stated that training had occurred, but documentation was not provided. This was documented as an Area of Concern on the Inspection Report.
