REQUEST FOR ACTION <br /> To: Susan Markie, Chief <br /> Permitting &Assistance Branch <br /> Waste Permitting, Compliance & Mitigation Division <br /> From: <br /> Kevin Taylor, Manager <br /> Permits & Assistance North Section <br /> Permitting &Assistance Branch <br /> Request Date: November 4, 2015 <br /> Decision Subject: Issuance of a Revised Major Waste Tire Facility Permit for Waste <br /> Recovery West, Inc., TPID No. 1608939-01 <br /> Action By: November 4, 2015 <br /> --------------------------------------------------------------------------------------------------------- <br /> Summary of Request: This is a request that the Branch Chief approve the issuance of a <br /> Revised Major Waste Tire Facility Permit (WTFP)for Waste Recovery West, Inc., TPID No. <br /> 1608939-01, located in San Joaquin County. Staff's findings and recommendations are <br /> provided relative to the proposed action. <br /> An application for a Major WTFP revision was received by Permitting and Assistance Branch <br /> (PAB) staff on March 13, 2015. Additional financial information which constituted an <br /> amendment to the application was received by PAB staff on April 8, 2015. The application was <br /> accepted as complete and correct on May 8, 2015. Pursuant to Title 14, California Code of <br /> Regulations (14 CCR), Section 18425, CalRecycle has 180 calendar days from the date the <br /> application is accepted as complete to either issue or deny the issuance of a Major WTFP. <br /> CalRecycle is required to act by November 4, 2015. <br /> Recommendation: Based on staff's review of the submitted permit application package, staff <br /> recommends the Branch Chief issue the Revised Major WTFP. The applicant has met all the <br /> necessary application requirements outlined in Title 14, California Code of Regulations, Section <br /> 18431 pertaining to the issuance of a Revised Major WTFP. These findings are summarized in <br /> the table found in the attached Permitting &Assistance Branch Staff Report. The documents <br /> and analysis on which staff's findings are based are permanently maintained by the Waste <br /> Permitting, Compliance, and Mitigation Division.
