Permitting and Assistance Branch Staff Report <br /> Major Waste Tire Facility Permit for Waste Recovery West, Inc. <br /> TPID No. 1608939-01 <br /> SWIS No. 39-TI-1538 <br /> November 4,2015 <br /> Background Information and Analysis: <br /> This report was developed in response to an application for a revised Major Waste Tire Facility <br /> Permit(WTFP)received from Mr. Mark Hope of Waste Recovery West, Inc. (WRW) located at <br /> 4554 S. El Dorado Street, in the City of Stockton, San Joaquin County. WRW operates on 7.49 <br /> acres zoned I-L, Limited Industrial. Tires are stored indoors and outdoors. <br /> An application for a Major WTFP revision was received by Permitting and Assistance Branch <br /> (PAB)staff on March 13, 2015. Additional financial information which constituted an <br /> amendment to the application was received by PAB staff on April 8, 2015. The application was <br /> accepted as complete and correct on May 8, 2015. Pursuant to Title 14, California Code of <br /> Regulations (14 CCR), Section 18425, CalRecycle has 180 calendar days from the date the <br /> application is accepted as complete to either issue or deny the issuance of a Major WTFP. <br /> CalRecycle is required to act by November 4, 2015. <br /> Findings: <br /> Staff recommends approval of the issuance of the proposed WTFP. All of the required <br /> submittals and findings required by 14 CCR, Sections 18431 and 18423(b) have been met to <br /> support issuance. The findings that are required to be made by CalRecycle when reaching a <br /> determination are summarized in the table below. The documents on which staff's findings are <br /> based are permanently maintained by the Waste Permitting, Compliance, and Mitigation <br /> Division. <br /> The following table summarizes staff s findings relative to the permit app lication: <br /> Findings <br /> Compliance with Tire Tire enforcement staff of the Waste Evaluation and <br /> Storage Standards, 14 CCR, Enforcement Branch(WEEB)and San Joaquin ®Acceptable <br /> Sections 17350-17356 County Environmental Health Department,Tire ❑Unacceptable <br /> Enforcement Agency(TEA)staff, conducted an <br /> inspection of the facility on February 12,2015 and <br /> violations were cited.
