San Joaquin County <br /> Dear Ms. Goulart: <br /> Thank you for allowing the Department of Resources Recycling and Recovery (CalRecycle) staff to <br /> provide comments on the proposed project and for your agency's consideration of these comments as <br /> part of the California Environmental Quality Act(CEQA) process. <br /> PROJECT DESCRIPTION <br /> The San Joaquin County Community Development Department, acting as Lead Agency, has prepared <br /> and circulated a Notice of Completion (NOC) for a Negative Declaration (ND) in order to comply with <br /> CEQA and to provide information to, and solicit consultation with, Responsible Agencies in the approval <br /> of the proposed project. <br /> The proposed project is located at 4554 S. EI Dorado Street, Stockton, and is zoned Limited Industrial I-L. <br /> The surrounding land use includes commercial/residential, religious assembly, and agricultural, with <br /> scattered residences. <br /> The proposed project is to revise the current use permit application to revise a Public Works' condition for <br /> a previously approved use permit to remanufacture scrap tires to aggregate base materials. The revision <br /> is to remove condition 2.k, that reads''outdoor storage of Tire Derived Aggregate (TDA) is allowed only <br /> from May 151h to September 151h every year."This revision is requested to permit the outdoor storage of <br /> TDA throughout the year. <br /> COMMENTS <br /> Waste Tire Re uG Iatory/Operating Permit Oversight <br /> Based on the project description, the project applicant will need to apply for a permit revision of their <br /> current Major Waste Tire Facility Permit to remove this condition.
