The company carries General, Professional and Pollution Liability insurance of$1,000,000 and <br /> Worker's Comp. Employer's Liability of$1,000,000. <br /> The company has an A— General Engineering Contractor's License with Hazardous Substances <br /> Removal and Remedial Actions Certification. <br /> In 1999, the company submitted the following documents to the San Joaquin County Public <br /> Health Services, and received approval to conduct site investigations involving hazardous <br /> materials, and to provide associated professional services. <br /> • Completed Contractor/Consultant Questionnaire <br /> • Copies of Contractor's License, and Engineer Registrations <br /> • Copy of Statement of Qualifications <br /> 3.0 CLEANUP ACTIVITIES <br /> EI was contacted by telephone by Mr. Bishop on November 25, 2001, regarding various aspects <br /> of the emergency procedures being taken at the site. CTC contracted EI to oversee the cleanup <br /> work and a meeting at the site was scheduled for 9 AM November 26, 2001. Based on the <br /> telephone conversation with Mr. Bishop, EI prepared a Work Plan and Health and Safety (H & <br /> S) Plan for review at the site meeting. A copy of the Work Plan and H& S Plan was given to Mr. <br /> Knoll, San Joaquin County Health Services, at that time. Copies of the Work Plan and H & S <br /> Plan are appended to this report(Appendix B). <br /> The weather preceding the accidental release, and during the cleanup work (11/26/01 through <br /> 12/5/01) included substantial rainfall, with the result that the ground was generally saturated. <br /> This proved to be advantageous to achieving full neutralization of the spilled acid, since it had to <br /> be accomplished insitu rather than through excavation of contaminated soil for treatment or <br /> disposal. This was due to the fact that the contamination was confined to the track bed, making <br /> excavation impractical. The track bed has several feet of compacted gravel underlying the ties <br /> and tracks. Rainwater and the spilled acid filled the interstices in this gravel pack. Neutralizing <br /> chemicals applied to the top of this pack gradually reacted with the acid until the acid was fully <br /> neutralized.
