Cleanup activities generally proceeded as follows: <br /> 1. EI arrived at the site at 9 AM, November 26, 2001. The Work Plan and H & S Plan were <br /> reviewed with company personnel who were participating in the cleanup. A copy of the <br /> Work Plan and H & S Plan was kept at the site during the cleanup, and a copy was given to <br /> Mr. Knoll of San Joaquin County Public Health Services. <br /> 2. An inspection of the affected area revealed several liquid pools, which tested pH 2 to 3 using <br /> litmus paper. Sampling and testing was repeated at several locations in both directions from <br /> the tank dome. Testing east of the rail car dome did not reveal any contamination. Testing <br /> west of the dome revealed contamination up to approximately 120 ft. from the dome. Lime <br /> rock was spread over the affected area and the liquid pools were filled with lime rock, which <br /> reacted immediately with the acid. Lime rock was used as the neutralizing chemical of choice <br /> due to the fact that it neutralizes acid on contact, but remains essentially inert in the absence <br /> of acid (i.e. lime rock does not result in high pH when used in excess). <br /> 3. EI requested CTC to have the rail cars removed from the affected area, and to prepare and <br /> provide at the site, several hundred gallons of sodium hydroxide of pH 10 (pH 10 was <br /> selected to avoid over neutralizing, leaving areas of high pH). The site was then left to allow <br /> reaction between the acid and lime rock to continue. <br /> 4. EI returned to the site on November 27, 2001. The rail cars had been removed, providing <br /> better access to the affected area. Sampling and testing (with litmus paper) were conducted, <br /> revealing areas of low pH. Spent lime rock was picked up from the track area and piled in <br /> another area at the site. It tested neutral with litmus paper. pH 10 sodium hydroxide was <br /> sprayed over the low pH areas, and the site left to allow neutralization to take place. <br /> 5. Heavy rain prevented neutralization efforts on November 28, 2001. <br /> 6. Sampling and testing on November 29, 2001, again revealed areas of low pH. pH 10 sodium <br /> hydroxide solution was applied to the track area where the release occurred (rail car dome <br /> area), and allowed to flow down the tracks as the hydrochloric acid had done during the <br /> release. The site was then left to allow the neutralization to proceed. <br /> 7. Sampling and testing on November 30, 2001 showed that most of the affected area was near <br /> Environeering,Inc.
