P ui
San Joaquin County
H Environmental Health Department
P Complaint Record Daily Time and Activity Summary from 5/1 V2014 to
q`/Foca 5/11/2222 for 000040255 located at
161 TRANSPORTATION
Activity Date Recorded by
08/21/2015 On 08/21/2015 at 1806 1 was notified by Elena Manzo of spill at French Camp Ct PE 2546 SAEED
in French Camp, Ca. I was given Chief Pulla contact info by Elena. I contacted SC 904
Chief Pulla and I was told that there were two incidents; the first incident was a
trailer leaking unknown liquid; the second incident was a fume coming out of the
bathroom because someone dumped chemicals into the toilet. Robert, Elena, and
I responded to the incident. Upon investigation, we were told that a trucker were
delivering bleach and sanitizer and some of the boxes were punctured during
loading and they were rejected by the customers; the driver had to take his truck
for repair to Delta Trucking in french camp and discovered that the rejected
containers were leaking. The driver called his company for instruction, and he was
told to dispose of them properly. Driver read the label on the box do not mix only
with water. The driver took the leaking containers into Delta Trucking's restroom
and poured the liquid into the toilet. As consequence a chemical reaction occurred
causing fume inside the building. Delta Trucking employees were evacuated.
French Camp fire entered the building and brought out the empty containers to be
disposed properly. The reported leaking trailer had only few drops of liquid when
we inspected the trailer. A pH test was conducted on the trailer and under the
trailer to ensure there were no leak involved. Upon investigation, a leak of
antifreeze was discovered on the same street around the trailer; this leak
according to Delta Trucking employee happened the night before and no RP was
identified. I ran pH tests on the puddle of the antifreeze to confirm no bleach
leaked into the street. The pH result was 8 indicating no bleach present in the
antifreeze puddle. I put absorbent to clean up the antifreeze leak. See C00040245
incident.
Page,1 of 4
