He said that he is waiting for EHD inspector to give the OK to finish SC 544 excavating, and perform backfill. I then spoke to Garrett regarding the site, what to look for, and key items to address. He said I should head out there immediately. 9:26am -Called Brandon and told him I will be headed over there shortly. 9:56am-Arrived on scene, and met with Brandon. He told me today was the last day of excavation, so wanted to know if the cleanup was satisfactory. Based on the look of the soil, I determined that the east side of the road was excavated enough, and that he can work on backfilling, however, the west side still needed excavation. Brandon said estimated 1.5 hours until they finish the west side. I told Brandon I can come back within that time frame. 10:18am- Per instruction from GB, called Lea Nolan from Road Maintenance to verify that they were aware of the road excavation, and project at the site. Confirmed with Lea that they had proper permits to perform excavations. 10:25am- Left scene. 12:12pm - I called Brandon, and explained I could not make it to the location, and gave phone number to GB for him to call Brandon. 07/07/2017 Completed Emergency Response Record Form. PE 2546 FLORIDO 18 min SC 544 07/07/2017 1 spoke to Damon Gordon at Wilbur Ellis Co. He stated the contaminated soil is PE 2546 FLORIDO 30 min still at their site on 13771 S. Prescott Rd. Escalon and that 11 bins were filled with SC 544 soil(and covered), not 12 bins. Damon is in contact with a nearby landfill on Austin Rd. near Arch Rd, in order to obtain the information he needs to properly test the soil and possibly take the soil to that landfill. I relayed this information to Muni and Garrett, who stated the landfill is called Forward landfill and that Wilbur Ellis will have to profile the waste and get an okay from the landfill to take the material. I am to request those records and include them in my report. 07/10/2017 Completed photo log, and narrative. PE 2546 HANG 42 min SC 544 07/10/2017 Created photo log for spill and initial clean up. PE 2546 FLORIDO 30 min SC 544 07/24/2017 Called Damon Gordon (209-992-7344)to receive an update on the waste PE 2546 FLORIDO 12 min disposal. He stated he submitted the soil to be tested by A and L Western SC 544 Laboratories two weeks ago. Damon is to call the lab to follow up with the testing results. He will forward me the analysis results once he receives them, and he is to determine based on the test results if the waste can be disposed of at Forward Landfill in Manteca. Page 2 of 3
