Wilson, Stockton <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR -Notice to Comply) <br />113. No emergency coordinator assigned. At all times, there shall beat least one employee either on <br />the facility premises or on call (i.e., available to respond to an emergency by reaching the facility within a <br />short period of time) with the responsibility for coordinating all emergency response measures. This <br />emergency coordinator shall be thoroughly familiar with all aspects of the facility's contingency plan, all <br />operations and activities at the facility, the location and characteristics of waste handled, the location of <br />all records within the facility, and the facility layout. In addition, this person shall have the authority to <br />commit the resources needed to carry out the contingency plan. Submit evidence of compliance <br />correction to EHD by 03/22/2014. <br />126. Information on the consolidated manifest receipt dated 9/20/13 (#106965) was inaccurate: <br />Generator address and EPA ID# do not match. All copies of each receipt shall contain all the following <br />information: <br />(A) Name and address of the generator, and signature of the generator. <br />(B) Date of shipment. <br />(C) Manifest number. <br />(D) Volume or quantity of each waste stream received, its California and RCRA waste codes. <br />(E) Name, address, and identification number of the authorized facility to which the hazardous waste will <br />be transported. <br />(F) Transporter's name, address, and identification number. <br />(G) The driver's signature. <br />Immediately begin complying per this section. <br />128 (Repeat). No bills of lading for drained used oil filters before September 2013 were available for <br />inspection. A copy of each bill of lading must be kept on site for at least three years. Immediately locate <br />a copy of all disposal records for the drained used oil filters for the last three years, maintain them on <br />site, and submit copies to the EHD by 03/22/2014. <br />301. Witnessed oil and used absorbent spilled and leaked inside the gear room and truck repair shops <br />(see Violation #108 above), and at the storage shelves under hanging engine parts. Facilities shall be <br />maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to <br />air, soil, or surface water which could threaten human health or the environment. Immediately , and <br />manage according to Title 22 hazardous waste regulations.
