Wilson, Stockton <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />23. No accumulation start date on one 55 -gallon drained oil filters container (containing about 6 or 7 <br />filters) next to satellite accumulation area, and one 55 -gallon drained oil filters container next to the <br />steam pad truck wash area. <br />-- Used oil filters must be stored in a closed, rainproof container, labeled as "drained used oil filters," <br />and marked with an accumulation start date, and manage within one year of that date. <br />* Immediately label and ensure that all used oil filters are managed in this way. <br />30. Observed five 55 -gallon empty hazardous waste or hazardous material containers next to the steam <br />pad truck wash area with no marking when they first became empty. <br />-- Containers larger than five gallons that previously held a hazardous material shall be marked with the <br />date they were emptied and managed within one year of being emptied. <br />* Immediately mark and manage all empty containers per this section. <br />31. No tank assessment of the non-RCRA hazardous waste (1000 -gallon used oil) tank. <br />-- Owners or operators of aboveground hazardous waste tank system shall obtain a written <br />assessment reviewed and certified by an independent, qualified, professional engineer, registered in <br />California, attesting that the system has sufficient structural integrity, is acceptable for the transferring, <br />storing, and treating of hazardous waste, and that the tank system is suitably designed to achieve this <br />requirement. The assessment shall be kept on file at the facility. <br />* Contact an independent California certified professional engineer to complete a tank assessment, <br />and submit a copy to EHD by July 23, 2011. A copy of DTSC Tank Integrity Assessments guideline has <br />been provided. <br />49. Personnel training records incomplete. <br />(a) (1) Facility personnel shall successfully complete a program of classroom instruction or on-the-job <br />training that teaches them to perform their duties in a way that ensures the facility's compliance <br />with the requirements of this chapter.
