They were filed away and not available for review during the inspection. <br /> Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts <br /> used in a consolidated manifesting procedure on site for three years and have them readily available for review. <br /> Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit <br /> the missing copies to the EHD. <br /> This is a Class II violation. <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> Copies of hazardous waste disposal records for used oil and used oil filters were not observed for the following <br /> waste streams(organized by year): <br /> 2017: used oil filters <br /> 2016: used oil, used oil filters <br /> 2015: used oil, used oil filters <br /> In addition,the consolidated disposal records are put away for storage by the facility. The scanned copies available <br /> for review were incomplete. Only partial copies of the manifests were available. The maintenance supervisor, Dave <br /> Gorsuch, also said that there were some records that were not copied and just put directly away into the filing <br /> cabinet. Hazardous waste generators shall retain complete copies of all manifests signed off by the disposal facility <br /> and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available <br /> for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, <br /> and submit copies to the EHD. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> In the maintenance shop,one white 5 gallon plastic bucket containing used oil was open without a lid. All hazardous <br /> waste containers shall be closed at all times except when adding or removing waste. Immediately close these <br /> containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> In a storage shed,two black 55 gallon steel drums were observed without an empty label. Containers larger than <br /> five gallons that previously held a hazardous material shall be marked with the date they were emptied and <br /> managed within one year of being emptied.
