Uniform manifests were not observed for the following waste streams(organized by year): 2017: used oil filters 2016: used oil, used oil filters 2015: used oil, used oil filters The maintenance supervisor, Dave Gorsuch, mentioned that there were some disposal records received that were not in the file of disposal records I reviewed. They were filed away and not available for review during the inspection. Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit the missing copies to the EHD. This is a Class II violation. 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. Copies of hazardous waste disposal records for used oil and used oil filters were not observed for the following waste streams(organized by year): 2017: used oil filters 2016: used oil, used oil filters 2015: used oil, used oil filters In addition,the consolidated disposal records are put away for storage by the facility. The scanned copies available for review were incomplete. Only partial copies of the manifests were available. The maintenance supervisor, Dave Gorsuch, also said that there were some records that were not copied and just put directly away into the filing cabinet. Hazardous waste generators shall retain complete copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. This is a minor violation. 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. In the maintenance shop,one white 5 gallon plastic bucket containing used oil was open without a lid. All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. This is a minor violation. 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. In a storage shed,two black 55 gallon steel drums were observed without an empty label. Containers larger than five gallons that previously held a hazardous material shall be marked with the date they were emptied and managed within one year of being emptied. Immediately mark and manage all empty containers per this section. This is a minor violation.
