WORK PLAN <br /> POTENTIALLY CONTAMINATED SOILS <br /> AT THE <br /> EL RANCHO ROCK & SAND, INC. QUARRY <br /> SITE RECLAMATION <br /> 1.0 INTRODUCTION <br /> The El Rancho Rock & Sand, Inc. Quarry, a small sand and gravel processing facility at 8020 <br /> Waverly Road in Linden, began operations some time prior to 1981 as "Linden Aggregates" <br /> and/or "Linden Sand and Gravel". In 1981, the property was issued Use Permit EP-81-9 for <br /> a 67.1 acre quarry site. In 1991, El Rancho Rock & Sand, Inc. was issued CUP QX-91-6 for <br /> an expanded quarrying operation which encompassed the entire 480-acre site. Processing <br /> operations at the plant ceased in September of 1993, before the permitted resources were <br /> completely quarried. The plant processing equipment was dismantled and removed from the site <br /> in December of 1993. The operation is now unofficially classified as "idle", or "inactive", and <br /> the approved Reclamation Plan is being implemented by Condor under the direction of the San <br /> Joaquin County Community Development Department. The site location is illustrated as Figure <br /> 1, Location Map. Figure 2, Site Plan, summarizes the site features relevant to the reclamation <br /> operation currently in progress. <br /> _ The Work Plan titled "Winter Stabilization Plan, Phase I of Reclamation", was submitted to the <br /> San Joaquin County Community Development Department, Development Services Division for <br /> their review and approval on March 3, 1994. Following discussions with Mr. Tom Gau, Senior <br /> _ Civil Engineer, the revised Work Plan was submitted on March 10, 1994. The drawings <br /> included in the Phase 1 Reclamation Work Plan are attached in Appendix II. The Phase I work <br /> was started on April 11, 1994. <br /> Implementation of the approved Reclamation Plan will require earthmoving, grading, and <br /> recontouring activities, as well as the demolishing and removal of mass and reinforced concrete. <br /> — It is anticipated that areas of potential contamination may be encountered in the near-surface and <br /> subsurface soil materials beneath or near the plant facility as well as in other areas of the site. <br /> This Work Plan has been prepared to describe the procedures for addressing the potential <br /> contamination. <br /> 2.0 STATEMENT OF THE PROBLEM <br /> Potential contaminants could be encountered at the project site as follows:. <br /> Tyne 1 Contamination. There may be areas of potentially contaminated soils in or <br /> beneath the area of the recent plant facility. These potentially contaminated soils could <br /> be present at the existing ground surface, or could be in the subsurface, originating when <br /> the plant was in another, much earlier configuration.
