_ WORK PLAN <br /> POTENTIALLY CONTAMINATED SOILS <br /> EL RANCHO ROCK &SAND, INC. QUARRY RECLAMATION <br /> PAGE 2 <br /> diesel fuel, gasoline, and motor oil; de-greasers, solvents, paint thinner and other <br /> unknown compounds. It is anticipated that any potential contamination encountered <br /> during excavation will not be immediately recognizable, and must be treated as an <br /> unknown, hazardous contaminant. <br /> Type 2 Contamination. There may be potentially contaminated soils at the facility, in <br /> work areas which predate the recent plant facility operations. A scrap yard, or "bone <br /> yard" of abandoned equipment is present near the eastern edge of the property. Some <br /> equipment in this area dates from the old "Linden Aggregates" operation. Operators of <br /> the El Rancho Rock & Sand, Inc. quarry stated to Condor in 1991 that they were told <br /> to leave this equipment alone years ago, as it was part of a bankruptcy proceeding <br /> relating to the Linden Aggregates operation. Dark spotting on the ground surface in <br /> these areas appears to be indicative of old oil and diesel fuel spills. <br /> Type 3 Contamination. The operation of heavy equipment during the implementation of <br /> reclamation efforts may result in minor drips and puddles of fuels and oils. These would <br /> be indicated by minor dark surface stains. <br /> Type 4 Contamination. "Stained" and potentially surface-contaminated concrete was <br /> noted in the containment berm structure that was used to enclose above-ground storage <br /> tanks adjacent to the office trailer. Please refer to Figure 1, Site Grading Plan, for an <br /> illustration of the location of this structure. The above-ground storage tanks were <br /> removed from the site in 1993. The front berm wall of the containment berm structure <br /> was fractured and knocked over at that time. <br /> 3.0 PROPOSED METHODOLOGY <br /> This Work Plan describes the proposed methodology for documentation and remediation of any <br /> _ potentially contaminated soils or concrete encountered during earthmoving activities associated <br /> with implementation of the approved Reclamation Plan. <br /> Project management and supervision will be provided by Condor Earth Technologies, Inc., <br /> under the direction of a California Certified Engineering Geologist, on behalf of El Rancho Rock <br /> and Sand, Inc. Contractor services will be provided by Warren E. Gomes Excavating, Inc. <br /> This Work Plan was prepared at the request of Mr. Tom Gau, San Joaquin County Development <br /> Services Division, to be submitted to the Department of Environmental Health in order that any <br /> potentially contaminated materials encountered during implementation of reclamation be <br /> adequately addressed and remediated per the direction of the Department of Environmental <br /> Health. <br />
