_ WORK PLAN <br /> POTENTIALLY CONTAMINATED SOILS <br /> EL RANCHO ROCK & SAND, INC. QUARRY RECLAMATION <br /> PAGE 3 <br /> 3.1 Health and Safety Plan <br /> The "Revised Health and Safety Plan" will be presented to all field crew workers for <br /> their review prior to start up of any remediation work. Prior to start up of field work, <br /> a "tailgate safety meeting" will be held. A copy of the Revised Health and Safety Plan <br /> is attached as Appendix III. <br /> 3.2 Response Activities <br /> Condor will notify the San Joaquin County Department of Environmental Health <br /> immediately if any areas of potential contamination of the "Type 1 Contamination" as <br /> described above are encountered, and prior to the start up of field characterization <br /> activities. This notification will include plans for field screening and characterization <br /> sampling and testing as described in Sections 3.3, 3.4 and 4.0, below. <br /> Condor proposes that when materials of the above described "Type 2 Contamination" and <br /> "Type 3 Contamination" are encountered, the response activities will be as follows: <br /> All identifiable and questionable spots and stains will be excavated by hand, or <br /> _ with excavating equipment. Visual identification of the extent of the spot or stain <br /> will be used to verity that all of the material was collected. The material will be <br /> collected in drums, or otherwise stockpiled on an impervious surface, and covered <br /> to limit volatilization. Composite samples will be collected and tested for TEPH. <br /> Condor proposes that when materials of the above described "Type 4 Contamination" are <br /> encountered, the response activities will be as follows: <br /> Two samples of the "stained" concrete will be obtained for testing, to determine <br /> if the material is classified as hazardous. If the material is not hazardous, it will <br /> be intermingled with, processed with, and transported off site for recycling and <br /> disposal, along with the other concrete at the site. If the concrete is hazardous, <br /> the existing sample results will be used to characterize the material, and to <br /> develop recommendations for the ultimate disposition of the concrete according <br /> to County, State and Federal law. <br /> All field screening, excavation, sampling, material transport and material stockpiling will <br /> be performed by personnel having completed the "40 Hour OSHA Training Course" and <br /> the necessary refresher courses. A Condor geologist will be present during excavation <br /> of contaminated materials. <br />
