RECLAMATION 1.0 INTRODUCTION The EI Rancho Rock & Sand, Inc. Quarry, a small sand and travel processing facility at 8020 Waverly Road in Linden, began operations sortie time prior to 1981 as "Linden Aggregates" andlor "Linden Sand and Caravel". .In 1981, the property was issued Use Permit EP-81-9 for a 67.1 acre quarry site. In 1991, EI Rancho Rock & Sand, Inc, was issued CLIP QX-91-6 for an expanded quarrying operation which encompassed the entire =180-acre site. Processing operations at the plane ceased in September of 1993, before the permitted resources were completely quarried. The plaint processing equipment was dismantled and removed from the site in December of 1993. The operation is now unofficially classified as "idle", or "inactive", and the approved Reclamation Plan is being implemented by Condor under the direction of the San Joaquin County Community Development Department. The site location is illustrated as Fibure 1, Location Map. Figure 2, Site Plan, summarizes the site features relevant to the reclamation operation currently in progress. The Work Pian titled "Winter Stabilization Plan, Phase I of Reclamation", was submitted to the San Joaquin County Community Development Department, Development Services Division for their review and approval on March 3, 1994. Following discussions with Iver. Tom Gau, Senior Civil Engineer, the revised Work Plan was submitted on March 10, 199¢, The drawings included in the Phase. 1 Reclamation Work Flan are attached in Appendix II. The Phase I work was started on April 11, 1994. implementation of the approved Reclamation Plan will require earthmoving, grading, and recontounng activities, as well as the demolishing and removal of mass and reinforcers concrete, It is anticipated that areas of potential contamination may be encountered in the near-surface and subsurface soil materials beneath or near the plant facility as well as in other areas of the site. This Work Plan has been prepared to describe the procedures for addressing the potential contamination. 2.0 STATEMENT OF THE PROBLEM Potent-at contaminants could be encountered at the prgject site as follows- Type 1 ConIgmination. Tblh Te may be areas of potentially contaminated soils in or beneath the area of the recent plant facility. These pots ntially contaminated soils could be present at the existing ground surface, or could be in the subsurface, originating when the plant was lea another, ,much earlier conftpuration.
