APR-28-94 THU 17;02 CONDOR EARTH TECH FM NO, 2095320773 P. 05
WORK PLAN
POTENTIALLY CONTAMINATED S011-3
EL RANCHO ROCK & SAND, INC_ QUARRY RECLAMATION
PAGE 2
diesel fuel, gasoline, and motor oil; de-greasers, solvents, paint thinner and other
unknown compounds. It is anticipated that any potential contamination encountered
during excavation will not be immediately recognizable, and must be treated as an
unknown, hazardous contaminant.
Type Z Cor_etamination. There may be potentially contaminated soils at the facility, in
-work areas which predate the recent plant facility operations. A scrap yard, or "bane
yard" of abandoned equipment is present near the eastern edge of the property. Some
equipment in this area dates from the old "Linden Aggregates" operation. operators of
the El Rancho stock & Sand, Inc. quarry stated to Condor in 1991 that they were told
to lcavc this equipment alone years ago, as it was part of a bankruptcy proceeding
relating to the Linden Aggregates operation. Dark spotting on the around surface is
these areas appears to be indicative of old oil and diesel fuel spills.
Type 3 Contamination. The operation of heavy equipment during the implementation of
reclamation efforts may result in minor drips and puddles of ftiels.and oils_ These would
be indicated by minor dark: surface stains.
Tvne 4 Contamination_ "Stained" and potentially surface-contaminated concrete was
notal in the containment berm structure that was used to enclose above-ground storage
tansies adjacent to the office trailer. Please refer to Figure 1, Site Grading Plant, for an
illustration of the location of this structure. The above-ground storage tanks were
removed from the site in 1993. The front herrn wall of the containment berm structure
was fractured and knocked over at that time_
3.0 PROPOSED METHODOLOGY
This Work Plan describes the proposed methodology for documentation and remediation of any
potentially contaminated sails or concrete encountered during earthmoving activities associated
with implementation of the approved Reclamation PIa,n.
Pwiect management and supervision will be provided by Condor Earth Technologies, Inc.,
under the direction of a California Certified Engineering Geologist,on behalf of El Rancho Rock
and Sand, Inc. Contractor services will be provided by 'Warrent E. Gomes Excavating, Inc.
This Work Plan was prepared at the rest of Mr_ Tom Gau, San Joaquin County Development
Services Division, to be submitted to the Department of Environmental: Health in order that any
potentially contaminated materials encountered during implementation of reclamation be
adequately addressed and remediated per the direction of the Deparanent of Environmenml
Health.
tJ CONDOR
