. yWo 191003
• ,fir
• r
the City of Tracy(either building or public worlds departments)and the PHS-EHI]when
approving permits for construction or excavations.
Revise,Reuse of Excavated Soil section as indicated. _ t - r- o ars '► '"
Huse this affected sail does not pose an unacceptable risk to human health or the
enviroment,it can be reused at the site. However, nil afcted sail cannot be reused on-site or
disposed of`off-Site without prior approval by the SJR'-EHD. 1pon excavation of oil affected soii
the following steps should be taken: 1)segregate and stockpile nil affected soil on-site, 2)notify
the SJC-EHD, and 3) evaluate the final dispositionlreuse options under the guidance o•f'the S',TC-
EHD. The SJ'C-E11D will be available to provide a timely visual irnspectaan of•the site condr'tions
and approve the final disposition of the oil affected soil. This approval process is not intended to
stop work during excavation; earthwork may proceed during theSIC-EID's evalurtron. Since
petroleum hydrocarbon odor and crude oil residue may be present in the sail, consideration
should be given,to the where the soil is placed. Potential reuse options include pIacement of the
soil back into the'subsw face (e.g.,in trenches and other excavations) or vndemeath surface
coverings(e.g.,roads,parking meas, or other paved structures). The following guidelines are
wummended: 1)if used as trench backfill,do not place affected soil in contact with
wldergroiwd utilities;2) do not Place_.. -unless covered by pavement. ,f oil impacted sail is to
be used under, paved surfaces(sidewalks, roads, etc), this soil may be stockpiled along with
other soils that will be used for this purpose in a single stockpile.
If affected soil is not reused in the subsurface or underneath surfacc coverings and is to be
disposed of off site, tlee soil should be stockpiled separately from other non-affected soil
excavated at the site, and CPL should be contacted(see contact list on last page). If affected soil
is disposed of off-site.....
revised QSM7
