(Geomatrix)has prepared this soil management plan on behalf of <br /> Chevron Pipe Line Company(CPL)to address soil handling issues that may arise during <br /> development of the subject property,hereinafter referred tom the Nichola w property in Tracy, <br /> California(Figure 1). Geomatrix understands that activities associated with the development of <br /> the Nicholaw property will include construction of residential homes,grading,paving,and <br /> installatiofl Ofsubsurfam utilities. During these activities, soil affected by degraded crude oil <br /> and Buller C oil that may have been released from former crude oil pipelines may be <br /> encountered along the northern edge of the property that fronts'West Syron Road. This oil- <br /> affected soil has been determined by the regulatory agencies not to pose a risk to hmnan health or <br /> to the environment,as discussed below. <br /> This document is intended to provide information and guidance when and if soil affected by <br /> degraded crude oil or Suntcer C oil is encountered or excavated during site development, <br /> improvement,or maintenance activities, rfoil affected soil is emountered, the,San Joaquin <br /> County Fublic Health Services, Environmental Health 17"rtment(PHS EHD)should be <br /> notified as soon ax practical to provide an immediate site evaluation regarding the final <br /> disposition or reuse of oil affected soil. Details regarding the reuse of oil affected soil are <br /> outlined in suhsequent sections of this document.
