Box 6012 <br /> San Ramon, California 94583-2324 <br /> WORKPLAN REVIEW—WEST BYRON ROAD CORRIDOR,TRACY,SAN JOAQUIN COUNTY, <br /> ' We have reviewed the Tracy Byron Road Soil and Groundwater Investigation Workplan West Byron Road <br /> Corridor, Tracy, CA submitted by Science Applications International Corporation (SAIL) on behalf of <br /> ChevronTexaco, The workplan encompasses a 7,000-foot parcel centered along Byron Road, which is lined <br /> ' on both sides by private residences, small commercial businesses, and agricultural land. <br /> Ducting the 2003 installation.of the City of Tracy stormwater drain pipeline beneath Byron Road, petroleum <br /> hydrocarbon-impacted soil and groundwater was encountered. Consequently, Regional Board staff reques d <br /> ' that ChevronTexaco prepare a workplan to characterize the extent of soil and groundwater impacts. <br /> Previous investigations for Cintra,Dividend,Dobler, McCormack,Mansfield/fiflos,Monterosso, Nickolaw, <br /> ' Souza, and Sudand Homes generally cover much of the area described in the workplan. Subsequently, the San <br /> Joaquin County Environmental Health Department and/or the Central Valley Regional Water Quality Control <br /> Board issued No Further Action letters for the referenced properties, except for. Surland Homes. Quarterly <br /> groundwater monitoring is currently being conducted on the Surl.and Homes properly, <br /> Based on review of our records and the workplan,the previous investigations have not adequately <br /> ' characterized soil and groundwater conditions for parcels within the easement on the north side of the So <br /> and McCormack properties, and the area west of Interstate 205,within the easement along the south side o <br /> Byron Road. <br /> ' Phase l of the workplan proposes 33 borings to collect soil and groundwater samples from those areas not <br /> adequately characterized along Byron Road,. <br /> ' We have the following comments to SAIC's workplan: <br /> ' 1.. We concur with the consultants proposal to advance additional borings north,of the McCormack <br /> property within the Byron Road easement to collect:soil and groundwater samples for analysis. In <br /> addition,we recommend that groundwater, samples be collected from approximately seven of the <br /> ' proposed borings, not containing free phase product(one sample each 300 linear feet).
