Soil and Groundwater Investigation Report <br /> ' Tracy Byron Road Project May 2008 <br /> The construction of 80 condominium units has been proposed at the northeast corner of Lammers Road <br /> and Feteira Way in Tracy. The site is approximately 1,300 feet south of Tracy Byron Road and the I-205 <br /> overpass. <br /> 2.5 PREVIOUS ENVIRONMENTAL ACTIVITIES <br /> Soil and groundwater investigations have been completed on the following properties along the West <br /> Byron Road corridor in and adjacent to the former OVP and TAOC pipeline ROWs: <br /> • Calderon General Store Property <br /> • Catellus Property <br /> ' • Cintra Property <br /> • Dividend Property <br /> ' • Dobler Property <br /> • Filios-Mansfield Property <br /> ' • MacKenzie-Ridgeway Property <br /> • McCormack Property <br /> t • Monterosso Property <br /> • Nicholaw-Sousa Property <br /> t • Pacific Gas &Electric Utility Trench Alignment <br /> • Surland Homes Property <br /> ' • Tracy Byron Road Project <br /> SAIC presented a historical review of many of these properties and past environmental investigations in <br /> SAIC's work plan titled Tracy Byron Road Soil and Groundwater Investigation Work Plan West Byron <br /> ' Road Corridor(SAIC, 2003). As a result of past investigations,the RWQCB and/or the San Joaquin <br /> County, Environmental Health Department(SJCEHD)issued NFAR letters for the above-referenced <br /> properties, except for the Surland Homes Property,Catellus Property, and Tracy Bryon Road project. <br /> The Surland Homes Property continues to be evaluated for closure. <br /> Integration of Data from HPP Sites in the Byron Road Corridor. SAIC reviewed previous reports for <br /> the 13 HPP sites listed above and integrated the information to check and confirm, to the extent <br /> ' practicable,the locations of borings, monitor wells,exploratory trenches, and other sampling locations for <br /> each site. Soil and groundwater analytical results were compared to the lowest,most conservative PRGs, <br /> ESLs, and WQOs to assess the extent of affected soil and groundwater. The lateral extent of crude-oil <br /> ' affected soil and groundwater is delineated on Figures 3a through 3f. <br /> Soil and Groundwater Investigation Report(SAIC,2004a). SAIC supervised the advancement of 36 <br /> soil borings (SB-1 through SB-36)in the City of Tracy ROW between October 20 and 30, 2003 to <br /> evaluate the extent of residual hydrocarbons affecting soil or groundwater adjacent to the areas identified <br /> in the 2003 work plan. The soil boring depths ranged from 24 to 41 feet bgs. Soil encountered in the <br /> borings consisted of mixtures of clay, silt, sand, and gravel. Depth to first-encountered groundwater was <br /> ' between 12 and 13 feet bgs. SAIC collected soil and grab groundwater samples from selected boring <br /> locations for analysis of the COCs. <br /> The data collected during this and past site investigations indicated that residual crude oil has affected soil <br /> ' at various depths to approximately 30 feet bgs, and that the majority of the affected soil is located <br /> between 4 and 20 feet bgs.
